U.S. FUNDS ANTI-NARCOTICS PROGRAMS
Colombo, October 21, 2004. The United States today donated $ US 330,000 to the Colombo Plan to assist in combating drug use among Asian youth. At a brief ceremony held today at the U.S. Embassy in Colombo, Ambassador Jeffrey J. Lunstead handed over a check to Mr. Kittipan Kanjanapipatkul, Secretary-General of the Colombo Plan. Ambassador Lunstead conveyed his appreciation for the Colombo Plan's Drug Advisory Program (DAP) efforts in this area and noted that today's contribution was a sign of the continuing U.S. faith in the DAP's programs. The DAP will use these funds to implement two major projects: the Third Asian Youth Congress, to be held in Singapore in November 2004, and the establishment of 12 outreach centers throughout six Asian countries. At the Singapore congress, youth from the Colombo Plan's Asian member countries will be given training which will empower them to take leadership roles in drug prevention efforts in their respective countries. This is the third in a series of DAP programs involving youth funded by the U.S. government. One of the tools developed during the Second Asian Youth Congress, held in Maldives in 2003, was a DAP manual entitled “Life Skills for Youth,” a copy of which was presented to Ambassador Lunstead at the check handover ceremony. U.S. PACIFIC COMMAND OFFICIAL VISITS SRI LANKA
Colombo, October 22, 2004. Major General Karl W. Eikenberry, the Director for Strategic Policy and Planning of the U.S. Pacific Command, visited Sri Lanka this week.
While in Sri Lanka, General Eikenberry met with a variety of military and government officials. He also visited various army, air force and navy installations in the country.
This long-planned visit is emblematic of the ongoing relationship between the U.S. and Sri Lankan militaries, and exemplifies the strong relationship between the two nations.

Improvements to Visa Processing
The U.S. Department of State has invested in systems, staffing and worked with partners within the U.S. Government to increase the transparency, efficiency and predictability of the nonimmigrant visa process.
To assist in facilitating legitimate travel in a timely fashion, the Department of State has continued to enhance its systems to better screen applicants. The Department invested approximately $1 million in automation for interagency linkages to improve efficiency in the interagency process. More

U.S. CULTURAL AMBASSADORS TO PROMOTE BASKETBALL IN SRI LANKA
Colombo, October 7, 2004 . Former Georgetown University basketball stars Courtland Freeman and Omari Faulkner will travel to Sri Lanka next week as part of a multi-country tour under a U.S. government program to send American cultural envoys throughout the world. Both Freeman and Faulkner are recent graduates of Georgetown University, one of the best university basketball teams in the United States. U.S. IMMIGRANT VISA LOTTERY NOW OPEN
Colombo, October 05, 2004. The 2006 Diversity Immigrant Visa Lottery was formally declared open in Washington, DC on September 28. This program allows randomly selected applicants the chance to immigrate to the United States on an expedited basis, provided they meet all the criteria. Individuals wishing to participate in the visa lottery are strongly urged to apply early to avoid any possible delays. 50,000 individuals will be selected for the lottery worldwide. More
