USAID NAMES NEW MISSION DIRECTOR FOR ROMANIA

WASHINGTON, DC - The Administrator of the U.S. Agency for International Development (USAID) Andrew S. Natsios swore in Rodger Garner today as the Agency's new USAID Mission Director to Romania in a ceremony at USAID Headquarters in Washington, D.C.

Garner has worked for USAID since 1984. For the past four years he has served as Deputy Director of the Mission in Nicaragua. During his tenure there, Garner supervised USAID's $103.6 million response to Hurricane Mitch, distinguishing himself by handling the multi-agency response which addressed agriculture, health, education and infrastructure issues, and working to create an early-warning mechanism to respond effectively to future disasters. Prior to serving in Nicaragua, Garner worked as an Agriculture Development Officer for USAID in Somalia and the Philippines and also held positions with the agency in Washington and the Dominican Republic. Garner holds a Masters of Science degree in Agricultural Economics from Iowa State University and a Bachelors of Science in the same field of expertise from Utah State University.

Garner will oversee a $29 million program in Romania which focuses on private sector development, democratic governance and health. The mission's Private Sector Expansion program seeks to improve the prospects of economic growth by working with public- and private-sector partners to develop policies and legislation to support market expansion. The Local Democratic Governance program provides technical assistance and training to strengthen local government management and citizen engagement in the democratic process. The Mission's Child Welfare and Women's Health programs work to lower the number of children institutionalized and increase access to quality integrated health services. USAID has been working in Romania since 1990.


The Bureau for Europe and Eurasia (the Bureau or E&E;) of the United States Agency for International Development (USAID) invites applications from prospective partner organizations to carry out activities, under grants or cooperative agreements, that support and promote the further incorporation of values into USAID's objectives in the following countries or regions in Eastern Europe and the former Soviet Union: Bosnia-Herzegovina, Serbia and Montenegro, Kosovo, Former Yugoslav Republic of Macedonia, Albania, Croatia, Romania, Bulgaria, Georgia, Azerbaijan, Armenia, Moldova, Belarus, Ukraine, Russia, Turkmenistan, Kazakhstan, Kyrgyzstan, Uzbekistan, and Tajikistan.

Iraq Reconstruction Site Revised and Updated

... to provide simpler access to the latest awards and contracting opportunities and include the press briefing by Administrator Natsios, which we already provided to the GOR.

It newly provides a direct registration opportunity to companies interested in providing technical or administrative service to USAID for or in the Persian Gulf Region, through the site at http://www.usaid.gov/iraq/form/company.html.

To date, only two contracts have been awarded:
- for seaport administration - to Stevedoring Services of America
- for personnel support - to International Resources Group.


Latest update on Iraq reconstruction - from the revised AID site

Reconstruction Activities in Iraq

The U.S. Agency for International Development has issued eight solicitations to date for reconstruction activities in Iraq. The solicitation documents are linked from the descriptions below. These documents are being released for informational purposes only. Offers received as a result of these postings will not be considered.

The eight solicitations are:
* Seaport Administration - this contract was awarded to Stevedoring Services of America on March 24, 2003.
* Airport Administration - the management of humanitarian and trans-shipment operations by air.
* Capital Construction - emergency repair of electrical supply; water and sanitation systems; roads and bridges; public buildings such as hospitals, schools; irrigation structures and port facilities upgrades.
* Theater Logistical Support - warehousing, customs clearance, trucking and provision of bottled water.
* Public Health - help to restore the public health service.
* Primary and Secondary Education - assistance in upgrading schools, printing textbooks and training teachers.
* Personnel Support - this contract was awarded to the International Resources Group on February 21, 2003.
* Local Governance - seek to maximize Iraqi participation in all phases and aspects of the reconstruction as the transition to Iraqi administration occurs. At the province and municipal level, promote the participatation selection of reconstruction projects, and setting in motion self-government activities.
