First Officer from SaM to Participate in Executive Program at the George C. Marshall Center

As part of the United States Government's ongoing support for democratic reforms in Serbia and Montenegro, including those in the military and defense sectors, the Embassy of the United States in Belgrade and the Bilateral Affairs Office, U.S. European Command (EUCOM) are sponsoring the participation of a Serbian officer, in the rank of Colonel, for the Senior Executive Seminar at the George C. Marshall Center in Garmisch-Partenkirchen, Germany, September 11-23, 2004. This will be the first time that an officer from Serbia and Montenegro attends this seminar. The Marshall Center is jointly staffed and funded by the United States and Germany.

The two-week long Senior Executive Seminar is offered twice a year. Each unique, high-impact course focuses on a specific theme, such as combating terrorism, Euro-Atlantic security architecture, national security management and defense planning in democratic societies, or regional security studies. Topical themes allow policy makers to concentrate on pragmatic problem solving and developing policy options. Lectures, discussions, small group seminars, debates, readings, case studies, and practical exercises deepen each participant’s knowledge and understanding.

The theme for this seminar is Transatlantic Relations and the Challenges of Security Cooperation. The seminar will engage senior civilian and military policy makers and experts from more than 30 countries in an examination of issues related to the evolution and interrelationships of Euro-Atlantic security institutions, taking into account the dual enlargement (May 2004) and recent NATO and EU decisions and developments. Issues will include: the impact of NATO and EU enlargement; the future roles of NATO, the EU and the OSCE; the Common Foreign and Security Policy and European Security and Defense Policy; NATO-EU relations; the trans-Atlantic relationship; and Russia's interests and role in contributing to Euro-Atlantic architecture. The seminar will focus on pragmatic measures to enhance security cooperation.

Oficir iz SCG prvi put na seminaru za rukovodioce u Džordž C. Maršal centru

Ambasada Sjedinjenih Država u Beogradu i Kancelarija za bilateralne poslove Evropske komande snaga SAD, u okviru podrške vlade SAD demokratskim reformama u SCG, uključujući vojne reforme, organizuju učešće oficira iz SCG u rangu pukovnika, na seminaru za više rukovodioce u Džordž C. Maršal centru u Garmišpartenkirhenu, Nemačka, od 11. do 23. septembra 2004. godine. Prvi put oficir iz SCG učestvovaće na ovoj vrsti seminara. SAD i Nemačka zajednički obezbeđuju osoblje i finansiranje Maršal centra.

Dvonedeljni kurs za više rukovodioce organizuje se dva puta godišnje. Svaki od ovih jedinstvenih i intenzivnih kurseva fokusira se na specifične oblasti, kao što su borba protiv terorizma, evroatlanske bezbednosne strukture, nacionalna bezbednost i planiranje odbrane u demokratskim društvima, kao i studije regionalne bezbednosti. Ciljane teme omogućavaju donosiocima odluka da se usresrede na pragmatično rešavanje problema i razvoj strategija. Kroz predavanja, diskusije, seminare za male grupe, debate, čitanje materijala, studije slučaja i praktične vežbe učesnici produbljuju svoja znanja.

Tema ovog seminara su Transatlanski odnosi i izazovi bezbednosne saradnje. Na seminaru će učestvovati civilni i vojni kreatori politika i stručnjaci iz više od 30 zemalja koji će razmatrati pitanja u vezi razvoja i međusobnih veza u evroatlanskim bezbednosnim institucijama, imajuću u vidu dvostruko proširenje iz maja 2004. godine kao i nedavne odluke i razvoj NATO-a i EU-a. Teme će uključiti: uticaj proširenja NATO-a i EU-a; buduća uloga NATO-a, EU-a i OEBS-a; zajednička spoljna i bezbednosna politika i evropska bezbednosna i odbrambena politika; odnosi NATO-EU; transatlanski odnosi; i interes i uloga Rusije u evroatlanskim strukturama. Seminar će se fokusirati na pragmatične mere unapređenja bezbednosne saradnje.
