Services for Americans residing or visiting in Gabon include the following:
Registration/Warden Network:
All US citizens travelling or residing in Gabon and São Tomé & Príncipe
are encouraged to register with the Embassy. Through registration, the Embassy
keeps track of the number and location of US citizens in country in order
to provide assistance when emergencies arise. Registration lists are also
used to disseminate security information through the Embassy's Warden Network.
Although registration information can be used to contact individual citizens
in the event of family or business emergencies in the United States, no
information on the registration form can be given out to anyone without
specific authorization from the registrant. There is no fee for this service.

Passport Issuance/Renewal:
US citizens may apply for a new passport or renew a current passport at
the Embassy either in person or by mail. Processing time for passport applications
is one week. Applicants must provide proof of US citizenship (normally
a current or recently expired passport), two passport-sized photos, and
a $45 application fee ($40 for renewals). All lost or stolen passports
should be reported to the Embassy immediately.
Consular Report of Birth Abroad (CRBA):
Children born to US citizens abroad should be reported to the nearest
Embassy as soon as possible. The American citizen parent(s) must complete
an "Application for Consular Report of Birth Abroad" (Form DS-2029/SS5).
Applicants should present: (a) a certified copy of the child's local birth
certificate, (b) proof of US citizenship for parent(s), (c) a certified
copy of the parents' marriage certificate (if applicable), and (d) a certified
copy of divorce decrees (if applicable). There is a $40 processing fee.
Marriage/Adoption Overseas:
US citizens marrying overseas should be aware of the regulations concerning
visa issuance and naturalization for fiancés and spouses. For more information
see the handout "Becoming a US Citizen." Those wishing to adopt children
overseas must also comply with US law before returning with their child.

Because processing of certain cases can be complex and time-consuming, citizens
are encouraged to talk with a Consular officer as early as possible.
Notarials:
Consular Officers may perform several types of notarial services similar
to a notary public in the US Officers may: (a) take affidavits, such as
when giving power of attorney or certifying a translation, (b) acknowledge
signatures, (c) authenticate local government documents, and (d) certify
true copies. There is a $55 fee for notarial and authentication services;
and a $20 fee for certified true copies.
List of Providers
In case you require medical or legal assistance, the Consular Section maintains
a list of local doctors and lawyers. The
US Embassy in Libreville assumes no responsibility for the professional
ability or reputations of the persons or facilities whose names appear on
the provider list.
Other Services:
The Consular Section maintains a complete list of all Department of State
Consular Information Sheets, Travel Warnings and Public Announcements throughout
the world. Citizens may also obtain information on absentee voting, IRS
tax forms, Social Security registration and benefits, and other services.
