President George W. Bush signs S. 2634, the Garrett Lee Smith Memorial Act, in the Roosevelt Room Thursday, Oct. 21, 2004. The act authorizes the spending of $82 million for youth suicide prevention programs at college campus mental health centers. The legislation is named for Garret Smith, the son of Sen.
