The U.S. General Services Administration (GSA) operates three unique business lines to fulfill the needs of their federal government customers. The Federal Supply Service, Public Buildings Service, and Federal Technology Service all have opportunities to enable service-disabled veteran-owned businesses (vendors) to sell to the federal government through one of GSA’s many contract vehicles. Federal Supply Service Schedules GSA awards Multiple Award Schedule (MAS) contracts under the Federal Supply Service Schedule Program. Federal agencies can use these contracts to buy commonly used products, services, and solutions needed to fulfill their missions and day-to-day operations. GSA is able to negotiate a contract with your company up front, so you can provide your products, services, and/or solutions to various federal agencies. With the contract already in place, a contracting officer or credit card holder within the federal government can use this quick and easy method to place an order with your company. GSA strives to provide federal agencies with a diverse and qualified vendor base through the use of these contracts. If your company provides products, services, and/or solutions typically bought and sold in the commercial sector, GSA’s Federal Supply Service likely has a solicitation inviting you to offer a proposal to sell those products, services, and/or solutions under contract. Getting Started with FSS Schedules 1. Every government solicitation requires your company to be registered with D&B (www.dnb.com) and registered on the Central Contractor Registration (CCR) before you can do business with the government. CCR can be accessed at (www.ccr.gov ). GSA, along with other federal agencies, including the Department of Defense, posts its solicitation packages (contracting opportunities) on FedBizOpps (Federal Business Opportunities) (www.fedbizopps.gov ). 2. Follow these steps to access the GSA Solicitation package for your business offering.
YOU HAVE NOW LOCATED THE GSA SOLICITATION FOR YOUR PRODUCT, SERVICE, AND/OR SOLUTION, AND HAVE BEEN LINKED TO THE FEDERAL BUSINESS OPPORTUNITIES WEBSITE (www.fedbizopps.gov ) 3. Click on the links indicating “Solicitation or Solicitation 01” to access the solicitation for your product, service, and/or solution. Print the solicitation and all applicable attachments and amendments. 4. Completely fill out your offer in response to GSA’s solicitation. Completed offers are to be returned to the address indicated in the solicitation. Online assistance for filling out your response to GSA’s solicitation package can be found at The FSS Center for Acquisition Excellence. The FSS Center for Acquisition Excellence offers a free, self-paced vendor course entitled, "How to Become a Contractor – GSA Schedules Program". The course is available online at www.fsstraining.gsa.gov. Opportunities with GSA’s Other Services Other GSA services include the Public Buildings Service, Federal Technology Service, and Federal Supply Service Governmentwide Acquisition Contract Centers.
GSA’s Regional Office of Small Business Utilization is staffed with counselors who are able to assist SDVOSBs throughout this process. SDVOSBs who are just starting out should contact GSA’s Small Business Utilization Offices to learn about GSA’s many contracting opportunities.
