What is the Electronic Submission System (ESS)?

The Electronic Submission System (ESS) allows proposers to apply securely over the internet to the Advanced Technology Program (ATP) for cost shared funding. The ESS includes all necessary electronic forms, as described in the ATP Proposal Preparation Kit, and a downloadable Forms Viewer for filling out the forms and submitting the proposal. Proposals submitted through the ESS must be digitally signed using an ACES Digital Certificate.

The electronic proposal forms look the same as their paper counterparts. The guidelines for preparing an ATP proposal are the same, except that displays, graphics, figures, and diagrams must be embedded within the file containing the project narrative.
