General Information

If you have tax questions or need assistance you may call our Philadelphia customer service telephone in the U.S. at: 001 215 516 2000. This is not a toll-free number. The IRS customer service employees in the USA can answer your technical tax questions and make tax account adjustments. They are open Monday through Friday from 12 noon Central European time until 8 in the morning the following day. Or you may fax your questions to them at: 001 215 516 2555.

You may also contact the IRS office at the U.S. Embassy Office in Berlin. The telephone number for tax assistance is 030/8305-1136 / 1140, or you may fax your questions to 030/8305-1145 (please note that tax assistance is not tax preparation). Telephone and walk-in assistance is available from 9:00 am to 12:00 pm Monday through Friday except German and American Holidays. The office is located at Clayallee 170, 14195 Berlin, Germany.

All IRS forms and publications are available through the IRS homepage at www.irs.gov. In addition, if you have tax law and/or other general questions, you can contact IRS via e-mail. Go to Help with Tax Questions and enter your question at the bottom of the page along with your e-mail address.

Volunteer Embassy and Consulate Tax Assistance (VECTA).
There are VECTA programs in Frankfurt, Munich and Düsseldorf. VECTA assistance is provided on an appointment-only basis.

- You may be able to file a paperless return using IRS e-file (electronic filing). Please visit www.irs.gov/efile to see if you qualify and to access these free services offered by the tax software industry (not the IRS).

- Payments of the current year tax due on a return, estimated tax payments for the subsequent year, and payments made with requests for extensions can be made by credit card. A fee will be charged by the service provider. For information and instructions, visit www.eftps.gov or call one of the following numbers:

-If paying by check, all payments must be in U.S. dollars. Checks should be payable to “United States Treasury”. Please write your name, social security number, the tax return form number, and the tax year on the front of the check.

Conversion rates are available from our Berlin office, or exchange rates may be obtained through banks or various Internet sites. The conversion rates listed below are the average exchange rates for the entire tax year 2003. Daily exchange rates for financial payments / transactions can also be used for conversion purposes

NOTE: If your yearly income was in Euro, you would divide this number by 0.8882. This would then equal the dollar amount.
Example: EUR 25,000, divided by 0.8882 = $28,146.81




- To avoid being disallowed exemptions, all filers of U.S. tax returns and their dependents must provide a valid taxpayer identification number: either a Social Security Number (SSN) or an Individual Taxpayer Identification Number (ITIN). If you qualify for a SSN, you can obtain one by submitting Form SS-5. Please contact the U.S. Consulate in Frankfurt, Germany, Social Security Department, Tel.: 069 7535 2440 / 2441
Otherwise, you can request an ITIN by submitting Form W-7 with the required documentation together with your income tax return. The Form W-7 can be downloaded directly from the IRS website and is also available at the Berlin IRS office. The ITIN unit is available from 2 p.m. until 7 a.m. European Standard Time under the following numbers: Tel.: 001 - 215 - 516 - 48 46, Fax: 001 - 215 - 516 - 3271 / 3272
