If you want to search for FWS offices in one state offering two separate recreational opportunities:
ask the Recreation.gov database for information about California refuges open to both fishing and hunting
then use the following HTML code:
ask the Recreation.gov database for information about
<a href="http://www.recreation.gov/advancedsearch.cfm?states=CA&hunting;=on&fishing;=on&agency;=FWS">
California refuges open to both fishing and hunting</a>

If you want to search for FWS offices in two states offering the same recreational opportunity:
ask the Recreation.gov database for information about Virginia and North Carolina refuges open to hunting
then use the following HTML code:
ask the Recreation.gov database for information about
<a href="http://www.recreation.gov/advanced.cfm?states=VA,NC&hunting;=on&agency;=FWS">
Virginia and North Carolina refuges open to hunting</a>

Note that a search for California refuges open to hunting (and asking about only that one activity...) will identify substantially more refuges in response to the query. The search is a Boolean "and" function - it will return results only for those refuges which are open for both hunting and fishing. Recreation.gov does not offers a search for refuges that are open to hunting or fishing - yet.
