FTS2001
A. INTRODUCTION
The Federal Telecommunications System FTS2001 is a Government, nationwide, intercity telecommunications network intended to provide a fast, efficient, and economical long-distance telephone service. FTS2001 facilities can be used for Official DOE Business only to telephones within the Continental United States (CONUS), Alaska, Hawaii, Puerto Rico, and the Virgin Islands.
FTS 2001 is leased by GSA, and full benefits of the system, cost-wise and service-wise, are dependent upon the proper use of instructions contained in this directory.
The following information provides general instructions for FTS2001 use and its capabilities. Specific instructions on how to place calls to Alaska, Hawaii, Puerto Rico, and the Virgin Islands are also included.
B. USE OF FTS2001
FTS2001 is to be used for Official Government Business only. Any other use of the system is prohibited by law (43 Comp. Gen. 163) and can result in suspension or dismissal.
Each employee and supervisor is personally responsible for control of commercial and FTS2001 long-distance telephone usage and the reduction of these costs. Some desirable ways of reducing costs are:
- eliminate unnecessary calls
- shorten necessary calls by
organizing your thoughts in advance
C. PROCEDURES FOR PLACING
FTS2001 CALLS*
1.To use FTS2001 for long distance, simply dial 9 + 1 + the area code + the seven-digit telephone number of the intended party.
2. Calls Outside Continental U.S. (CONUS)
a. To place a call to Alaska, dial 9 + 1 + 907
and the seven-digit number.
b. To place a call to Oahu, Hawaii, dial 9 + 1
+ 808 and seven-digit number.
c. To place a call to Puerto Rico or American
Virgin Islands, dial 9 + 1 + 809 and the seven-digit number.
D. FTS2001 CONFERENCE CALLS**
Dial-Out
For a Dial-Out audio conference, the customer notifies participants of the date and
time of the call. Then, just prior to the audio conference, a Conference Coordinator
phones all participants and enters them into the call.

Free Meet Me
A one-time toll free number can be requested for an audio conference, or a specific toll
free number for regularly scheduled audio conferences can be maintained. Either way, the
call participants simply dial the number from wherever they are at the time - in the
United States, Canada, Puerto Rico, or the U.S. Virgin Islands. For extra security, a
pre-assigned passcode is given to all audio conference participants to enter into the
call.
Toll Meet Me
MCI WorldCom assigns a standard long distance number at the time the reservation is
made. Participants dial into the MCI WorldCom Conferencing Service Center to join an audio
conference. Participants are responsible for the own long distance charges.
Audio Conference Features
- Pay for what you use up
to fifty ports.
- Reservations can be made
for ASAP conference calls and started within twenty minutes.
- Standing Reservation -
Recurring conference calls can be scheduled up to a year in advance.
- A conference coordinator
is available to fulfill special requests during your call by pressing "*0" at
any time.
- Listen Only ensures an
efficient conference call when there are many participants.
- Enter and announce of
participants - Participants will be announced.
- Tone In - A tone will
sound when someone enters the conference call.
How to schedule an FTS 2001 audio conference reservation.
1. Call the FTS2001 Conference Operator at 1-800-475-5000 advising that you would like to schedule a Meet-Me Conference.
2. The reservationist will need the following specific information to complete your reservation:
- Your Federal Calling Card
number.
- The conference leader's
name and telephone number for the time of the conference.
- Date and time (specify
time zone) and approximate duration of call.
- Number of locations
participating in the call.
- A passcode you prefer
participants to use in order to enter the audio conference.
- If this is your first
time scheduling a reservation, you will also be asked to provide your phone number and
address.
If you schedule a dial-out meeting, you will need to provide the following participant information:
- First and last names
- Phone numbers
- Fax numbers

- A faxed confirmation will be
sent to you.
It is the responsibility of the conference originator to inform all participants of the date and time period of the conference.
No special instructions or training are necessary for participants prior to placing a conference call because Conference Specialists are available to answer all questions and to establish the call, in addition to voice prompts that guide participants through the conferencing process.
The above conference capability supplements and does not replace conference arrangements on local switchboards for which no additional FTS2001 charges are made. The capacity of the local switchboard can be obtained from the local Switchboard Supervisor.
E. FTS2000 TROUBLE REPORTS
In order to maintain a high quality of service, it is essential that any trouble encountered on FTS2001 be reported immediately. GSA has established a telephone number for users to report troubles encountered with FTS2001 service:

A user should be able to recognize an FTS2001 trouble as distinguished from a local trouble. A network trouble is one that occurs after gaining access to FTS2001. A local trouble is one that occurs before gaining access to FTS2001. Be prepared to provide the following information:
1. Your FTS telephone
number, agency, and location.
2. Brief description of the
trouble encountered, such as:
- Noise
- Can't be heard
- Cut-off
- No ring
- Can't hear
- Echo
- Cross-talk
F. HOW TO OBTAIN UNKNOWN TELEPHONE NUMBERS TO MAKE OFFICIAL CALLS TO GOVERNMENT AND NON-GOVERNMENT LOCATIONS
1. GOVERNMENT LOCATIONS: Dial 9 + 1 + 700-288-1212 and an FTS2001 Assist Operator will give you an agency locator number to dial. The agency locator should be able to give you the number of the person or group you are trying to reach.
2. NON-GOVERNMENT LOCATIONS: Dial 9 + 1 + the area code of the city you are calling + 555-1212. The local telephone operator will give you the number of the person or group you are trying to reach.
THERE IS A CHARGE IN SOME AREAS FOR EACH LONG DISTANCE DIRECTORY ASSISTANCE CALL. EMPLOYEES SHOULD MINIMIZE USE OF THIS SERVICE.
G. USE OF FTS2001 WHILE IN TRAVEL STATUS
Travelers should have no problems using FTS2001 if the following procedures are noted:
1.Place calls from on-net government locations in accordance with instructions in the official telephone directory for that location.
2. Use your authorized FTS2001 calling card to place calls from public telephones and follow instructions on the back of the calling card.
3. Place your official long distance telephone calls by direct dial and claim expenses for those on a SF1012 Travel Voucher.
I. OUTGOING NON-OFFICIAL CALLS
1. Non-Official Long Distance Calls. Under EMERGENCY CONDITIONS ONLY, non-official long distance calls can be placed from DOE extension telephones provided there is appropriate payment for the call. These calls should not be dialed on the FTS2001 network. Please select one of the following call procedures:
2. Dial 9 + 0 and instruct the operator to:
a. Bill
charges to your residence telephone;
b. Bill
charges to your Personal System Calling Card Account; or
c. Request
that the call be made collect.
3. Employees wishing to make a direct credit card call may reach their telephone credit card company by dialing the following:
MCI Access Code: 9 + 1010222 + 0 + Area Code + telephone number you are calling - receive MCI announcement, tone - enter your credit card number and your call will be connected.
AT&T Access Code: 9 + 1010288 + 0 + Area Code + telephone number you are calling - receive AT&T announcement tone - enter your credit card number and your call will be connected.
US SPRINT Access Code: 9 + 1010333 + 0 + Area Code + telephone number you are calling - receive SPRINT announcement tone - enter your credit card number and your call will be connected.
ALL NET Access Code: 9 + 1010444 + 0 + Area Code + telephone number you are calling - receive ALL NET announcement tone - enter your credit card number and your call will be connected.
TELCOM USA Access Code: 9 + 1010852 + 0 + Area Code + telephone number you are calling - receive TELCOM USA announcement tone - enter your credit card number and your call will be connected.
Cable and Wireless Access Code: not available from DOE PBX - you must dial 9 + 950-0223 - receive tone, enter your six digit personal authority code, and then input the Area Code + telephone number you are calling and your call will be connected. For further information, please see DOE ORDER 200.1.
4. Toll Free Calls. To reach companies, hotels, etc., that offer toll free calls on Code 800 and 888, dial 9 + 1 + 800 (or 888) and the seven-digit number.
