Bryan Tramont - Chief of Staff

Bryan Tramont, Chief of Staff

Bryan Tramont is Chairman Powell's Chief of Staff. Of appointing Tramont to his staff, Chairman Powell stated, "I am delighted to have someone with the substantive knowledge and FCC issue experience of Bryan Tramont to serve as FCC Chief of Staff. He has been a valuable advisor to me, and previously to two other FCC Commissioners. He will be a tremendous asset in helping us work with the other Commissioner offices and advance our policy goals in the months ahead on the many significant issues and proceedings that the FCC will be taking up."

Tramont previously served as the Chairman's Senior Legal Advisor, advising him generally on FCC agenda and circulate issues, and specifically on wireless, international, technology, and consumer issues. Tramont also served as Senior Legal Advisor to Commissioners Kathleen Abernathy and Harold Furchtgott-Roth.

Before joining the FCC, Tramont was an attorney with the law firm of Wiley Rein and Fielding. He also clerked for the Honorable Duane Benton on the Supreme Court for his home state of Missouri. Tramont currently is an adjunct law professor at The Catholic University of America. In addition, he serves on the Executive Committee of the Federal Communications Bar Association, and was awarded the organization’s Distinguished Service Award. He is a graduate of the George Washington University and the Yale Law School.



Christopher Libertelli - Senior Legal Advisor

Christopher Libertelli, Senior Legal Advisor to the Chairman

Christopher Libertelli is Senior Legal Advisor to Chairman Powell. Mr. Libertelli previously served as the Chairman's Legal Advisor for wireline competition related matters, including advising the Chairman on the Commission’s unbundled network elements rules and addressing broadband services issues. Previously, Mr. Libertelli served as Special Counsel for Competition Policy in the Office of the Bureau Chief of the Wireline Competition Bureau, and as an attorney-advisor in the Policy Division of the Common Carrier Bureau, the predecessor to the Wireline Competition Bureau.

Before joining the Commission in 1999, Mr. Libertelli served as an associate in the communications law firm of Dow, Lohnes & Albertson in Washington, D.C. Mr. Libertelli received a B.A. in International Relations from Boston University. He graduated from the Boston University School of Law where he was the Bowler Communications Law Fellow and Case and Note editor of the Boston University Journal of Science and Technology Law.



Jon Cody - Legal Advisor

Jon Cody is Legal Advisor to Chairman Powell for media and broadband issues. Since coming to the Commission in 2001, Mr. Cody has been an Attorney-Advisor in the Office of Strategic Planning, serving as a Special Policy Advisor to the Chairman. Previously, Mr. Cody was an associate at the law firm Mintz Levin Cohen Ferris Glovsky & Popeo in Washington, DC. He earned his J.D. from the Catholic University's Columbus School of Law, and his B.A. from Alfred University.



Sheryl J. Wilkerson - Legal Advisor

Sheryl J. Wilkerson, Legal Advisor to the Chairman

Sheryl Wilkerson is Legal Advisor to Chairman Powell for wireless, international, OET and CGB issues. Ms. Wilkerson joins the FCC after serving as Vice President of Legislative Affairs for ArrayComm, Inc., a wireless technology company. She previously served the FCC from 1995 to 2000 as Director of the Office of Legislative and Intergovernmental Affairs (OLIA). Before being named Director, Ms. Wilkerson was Special Counsel to the General Counsel where she served as liaison to the Local and State Government Advisory Committee. Ms. Wilkerson also served as Attorney Advisor for OLIA, coordinating the agency’s task force on telecommunications reform legislation.

Before joining the FCC, Ms. Wilkerson served as Staff Counsel to the Senate Commerce Committee, Subcommittee on Communications. Earlier in her career, Ms. Wilkerson was an Attorney Producer for the Federal Judicial Center and worked on communications and legislative issues for National Strategies, Inc.; Leventhal, Senter and Lerman; and Wexler, Reynolds, Fuller, Harrison and Schule, Inc. Ms. Wilkerson also served as Legislative Assistant to the House Energy and Commerce Subcommittee on Telecommunications.

Ms. Wilkerson earned a B.A. in Telecommunications and Afro-American Studies, with honors, from Indiana University in Bloomington, and a J.D. from Georgetown University in Washington, D.C.



Judith Mann - Confidential Assistant

Judith Mann - Confidential Assistant

Judith (Judy) Mann is Chairman Powell's Confidential Assistant. Ms. Mann is responsible for coordinating the Chairman's schedule and serves as a principal contact and liaison between the Chairman's office and representatives of industry, the general public and government agencies.

Mann joined the FCC in 1997. Most recently, she has served as Staff Assistant to Christopher Libertelli, Legal Advisor to Chairman Powell. Before joining the Office of the Chairman in 2002, she worked in the International Bureau as a Telecommunications Support Specialist. Prior to her positions at the FCC, Mann worked at the Executive Office of the President, Office of Management and Budget.




Thomasine H. Greely - Administrative Management Specialist

Thomasine H. Greely - Administrative Management Specialist

Thomasine (“Tommi”) Greely is Chairman Powell’s Administrative Officer, responsible for the administrative functions of the office. She also serves as the focal point at which all Commission agenda items are received and dispatched for circulation. Prior to coming to the FCC, Ms. Greely worked at the US Department of Labor for 15 years. She has worked in the Office of the Chairman continuously since joining the staff of former Chairman Charles D. Ferris in 1978—consecutively serving on the staffs of eight Chairmen. Tommi and her family reside in Maryland.




Dorothy L. Clingman - Senior Staff Assistant

Dorothy L. Clingman - Senior Staff Assistant

Dorothy Clingman is the Senior Staff Assistant.

Ms. Clingman joined then-Commissioner Powell's staff as a Staff Assistant in 1997. Ms. Clingman's experience includes 19 years as Executive Assistant to the Vice President, General Counsel and Corporate Secretary, COMSAT Corporation. In this capacity she was responsible for the coordination and management of the office. Prior to this, Ms. Clingman spent several years working for the U.S. Government.
