Barbara Douglas, OWD Director

Barbara J. Douglas was appointed Director of the Office of Workplace Diversity by FCC Chairman Michael K. Powell on October 14, 2002. As director, she is responsible for overseeing the agency’s equal employment opportunity, affirmative employment and diversity matters. Ms. Douglas was previously Associate Bureau Chief and Chief of Staff in the FCC’s Consumer and Governmental Affairs Bureau.

Prior to joining the FCC, Ms. Douglas served as vice president of America's Promise - The Alliance for Youth, a national, not-for-profit organization. Ms. Douglas also served as a project director with the National Center for Neighborhood Enterprise. Previously, Ms. Douglas was an associate with the law firm of Patton, Boggs & Blow in Washington, DC, and Baltimore, where she practiced civil litigation and administrative law. She also served as a court law clerk on the District of Columbia Court of Appeals.

Ms. Douglas is a graduate of Pennsylvania State University, where she received a Bachelor of Arts degree in Foreign Service and International Politics. She received a Juris Doctor degree from Georgetown University Law Center.
