Linda Miller-EEO Program Manager
As EEO Program Manager, Ms. Miller’s primary duties involve processing EEO complaints and managing the FCC’s informal EEO counseling program. Ms. Miller began her employment with the FCC in April 2001 as an EEO Specialist. Prior to joining the FCC, Ms. Miller was the Manager of the Affirmative Employment Program for the U.S. Army’s Fort Belvoir, Virginia EEO office. Ms. Miller’s previous EEO experience includes positions held in Japan and Korea, where she assisted in implementing EEO program guidance for more than 3,000 civilian employees and supervised more than 50 Special Emphasis Program collateral-duty personnel. She also served as the Personnel Systems Manager, Information Management Officer and EEO Counselor. In addition, Ms. Miller has worked for the U.S. Coast Guard, Civil Rights Office in Washington, D.C. She currently serves as the Senior Vice-President for the Federal Asian Pacific American Council (FAPAC) and previously served as Chair for the Publicity, Sponsorship and Marketing Committees. Ms. Miller is a certified investigator, Prevention of Sexual Harassment instructor and a trained mediator. She can be reached at 418-2581.



Lawrence S. Schaffner–Senior Legal Advisor
Mr. Schaffner is Senior Legal Advisor for OWD. As a former Assistant General Counsel for Administrative Law, Mr. Schaffner represented the agency beginning in 1981 in numerous cases before the Equal Employment Opportunity Commission and the Merit Systems Protection Board. Prior to joining the FCC, he was in private practice in Washington, D.C., and specialized in general corporate law and civil litigation. Mr. Schaffner is a graduate of Georgetown University Law Center, where he was editor of its law journal, and served as law clerk to the late Charles Fahy, Circuit Judge of the United States Court of Appeals for the District of Columbia Circuit. Previously, Mr. Schaffner also served as Assistant United States Attorney for the District of Columbia. He can be reached at 418-2480.


Todd Charity – Staff Assistant
Mr. Charity joined the Commission in 2001 as a Student Trainee (Clerk) through the agency's Cooperative Work/Study program with Northwestern High School in Hyattsville, Maryland. Mr. Charity successfully completed the Work/Study program and is now a staff assistant in OWD where his responsibilities include designing the posters and programs for the agency's special observances. Kenneth Heredia-Student Trainee (Clerk)
Mr. Heredia joined the Commission in 2002 as a Student Trainee (Clerk) in OWD through the Cooperative Work/Study program with Northwestern High School in Hyattsville, Maryland. Mr. Heredia’s responsibilities include providing clerical support to the office. He can be reached at 418-7986.
