These guidelines will set fourth specific requirements for MBDA Staff and all funded projects as required to meet Agency Goals and Performance measures. The procedures as stated in this document should be used to support verification tracking of contract and financial services to minority clients as reported by funded projects. Also, MBDA staff should follow these guidelines to report successful transactions for clients that participate in Agency/ NEC sponsored events, conferences or receive transaction awards resulting from on-line Internet tools such as the Phoenix-Opportunity Bid Matching system...
The MBDA Annual Performance Report for Fiscal Year 2003 highlights the progress made by the Minority
Business Development Agency (MBDA) to accomplish its mission to become an entrepreneurially-focused
organization committed to empowering minority business enterprises for the purpose of wealth creation. This report
supports a business case for a continued investment in minority business enterprise. Dramatic increases in the minority
population and ethnic purchasing power warrant the dedication of resources to enhance the health, viability, and global
competitiveness of the Nation’s economy.
Youth entrepreneurship programs have blossomed since the mid-1980s and are present, in ever-increasing numbers, in
minority communities across the United State. These programs provide entrepreneurship training to elementary, secondary,
or college age youth, focusing them on the skills and mind set necessary for business ownership.
The report reviews various examples of programs that reach minority youth to some degree and their successes. Released December 1994.
