Introduction

The United States Department of Health and Human Services (HHS) seeks information regarding enterprise desktop computer hardware product and service vendor or vendors. HHS seeks to establish a flexible agreement with a vendor or vendors to provide technical and business solutions for its computing needs. As technology matures and requirements change HHS requires a means to maintain the subject agreement. HHS requests that responses include a process to "evergreen" the agreement into their response. The proposed evergreen processes should demonstrate how an offeror would sustain and amend an agreement with HHS. The technology refreshment plan is an important component of the evergreen process. The technology refreshment plan demonstrates how the vendor's metrics and methodology are adaptable to fulfill HHS maturing computing needs. The objective of the evergreen process is to ensure applicability of the agreement as maintained. Responses should address the targeted capacity planning requirement of at least 2500-5000 units. HHS anticipates it will issue a request for quote (RFQ) based upon the responses to this request for information.

Background

HHS is the United States government's principal agency for protecting the health of all Americans and providing essential human services. HHS provides a variety of programs and services ranging from comprehensive healthcare to medical research. Each operating division (OPDIV) has health-focused mission that employs technology differently. HHS has over 66,000 employees with varying degrees of computing needs. Currently, HHS has several information technology companies servicing their hardware and software needs. Our desired technical direction is to achieve seamless service and performance processes of technology procurement for desktop computer hardware for this large Department.

The enterprise-level desktop hardware provider(s) will supply the Office of the Secretary (OS) Components and OPDIVs with state of the art desktop hardware products and services. The components include Departmental Management (DM) Staff Divisions, the Office of Civil Rights (OCR) and the Office of Inspector General (OIG). The OPDIVs include: Administration on Aging (AoA), Administration for Children and Families (ACF), Agency for Healthcare Research and Quality (AHRQ), Centers for Disease Control and Prevention (CDC), Centers for Medicare and Medicaid Services (CMS), Food and Drug Administration (FDA), Health Resources and Services Administration (HRSA), Indian Health Service (IHS), National Institutes of Health (NIH), Program Support Center (PSC), Substance Abuse and Mental Health Services Administration (SAMHSA).

Objective

The objective of this RFI is to establish enterprise relationships with desktop hardware vendors to successfully service and support the HHS user environment with state of the art computer desktop hardware. The Center for Information Technology at NIH operates the Information Systems Designated Procurement (iSDP) to acquire and deliver brand-name software, hardware and services to HHS personnel. HHS anticipates that desktop computer products and the delivery of associated services will occur through the iSDP.

Requested Response Format

HHS requests that responses (1) contain a technical plan and (2) consider a time-cost plan. The delivery schedule, technology and business refreshment plans should be addressed.

Technical Plan

The HHS user environment is comprised of functional requirements ranging from basic to advanced computing needs. In the Technical plan, the goal of the vendor is to market and demonstrate their business solutions for HHS desktop hardware capacity planning requirements. In accordance with the evergreen process, the vendor should clearly outline how their technology and business refreshment plans will manage the HHS desktop hardware capacity planning needs. The technical plan should explicitly state requirements that are incorporated, and should explicitly state requirements that are beyond its scope.

Time-Cost Plan

HHS anticipates developing a Request for Quotes (RFQ) as a result of this RFI. The RFQ will require a Time-Cost Plan, in which the offeror must detail the time and costs components of their proposal. Responders to this RFI are encouraged to consider these components in their response.

Scope of RFI

HHS requests that responders prepare and submit the following in the manner below:

Feature and Benefits

  • Outline and explain in detail the features of your product and service, including such potential features as standard software imaging, asset tracking, system disposal, warranty management, etc.
  • Outline and explain in detail user benefits of each feature.

Application of Service

  • Outline and explain in detail how the product or service can be used by different groups, giving realistic user examples where possible.
  • Outline how the vendor will capture and share their desktop hardware capacity planning performance measurements and standard of procedures.
  • Outline how current clients utilize current product and service models.

Specification of Service

  • For products, give relevant technical specifications of desktop hardware that relates to the different levels of computing needs.
  • Outline project plan to provide state of the art computer desktop hardware.
  • Outline project plan to provide technology maintenance and pricing (refreshment) cycle.
  • For services, detail the terms and conditions under which the service is offered.
  • List company representative
