Description of Duties and Responsibilities:

The National Center for Complementary and Alternative Medicine (NCCAM) is dedicated to exploring complementary and alternative healing practices in the context of rigorous science; educating and training CAM researchers; and disseminating authoritative information to the public and professionals.

As a Statistician (Research) in the Office of Clinical and Regulatory Affairs (OCRA), NCCAM, the incumbent: serves as an expert statistical advisor to the Center in the development, conduct, and analysis of clinical trials and other studies; functions as the Biostatistician and provides consultation in the design and development of NCCAM intramural clinical trials; creates new techniques and methodologies related to statistical problems with particular emphasis on the design and analysis of CAM research and related studies; functions as the NCCAM intellectual resource for data management plans; serves as an expert on epidemiological and clinical data in surveys commissioned by the Center; and reviews survey results for statistical accuracy.



Basic Qualification Requirements: Candidates must meet qualifications and time-in-grade requirements within 30 days from the closing date of this vacancy announcement.
To qualify for this position, applicants must meet the basic requirements in either A or B:

A. Ph.D. that included 15 semester hours in statistics, and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or in the social sciences including demography, health sociology, public administration, or psychology. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology such as tests and measurements or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

B. Combination of education and experience--courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Specialized Experience Requirements:
Applicants must have one year of specialized experience equivalent to the next lower grade in the Federal service. Specialized experience is experience in, or related to, this position that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position, such as knowledge of statistical and/or epidemiological methodology, theories, principles, and methods used to analyze scientific data from complex national surveys/data systems and carry-out a variety of data collection and analytical activities relative of a broad range of health science topics.

In addition to the information in Basic Qualification Requirements section, the following selective factor(s) will be used in determining basic qualifications:

Selective Factors: Candidates must specifically indicate how they meet the mandatory selective factor(s) in order to receive consideration for this position.

Experience in the design of clinical trials.


Knowledge, Skills, and Abilities (KSAs)
Method to be used in evaluating candidates: Applicants meeting the minimum qualifications, including the selective factor(s) if any, will be further evaluated based on the degree that they meet the Knowledge, Skills and Abilities (KSAs). Any experience, awards, and/or training and educational courses that relate to the KSAs should be described in detail as a way of demonstrating your level of competence in the KSAs. Experience may be as an employee or volunteer, paid or unpaid. This evaluation determines the list of candidates who will be referred to the selecting official for final consideration. Therefore applicants must submit a supplemental statement to their resume or application addressing each of the specific KSAs listed below. Failure to provide a statement addressing each of the specific KSAs for this position will eliminate applicants from further consideration.
1. Knowledge of statistical theory and methods, with application to clinical trials in a biomedical research environment.
2. Knowledge of design and analysis of medical studies.
3. Ability to communicate orally.
4. Ability to communicate in writing.

Time-in-grade restrictions (for federal employees applying under Merit Promotion Procedures) and all qualification requirements must be met no later than 30 calendar days from the closing date.


ICTAP/CTAP
Special selection priority consideration will be given to candidates eligible under the CTAP and ICTAP placement programs.

To receive special selection priority placement, you must occupy or be displaced from a position in the same local commuting area of the position for which you are requesting priority consideration.

Under CTAP, an applicant needs to meet minimum qualifications as determined by the Qualifications Standards Handbook, satisfy all medical and physical requirements, possess the identified selective factors, and be able to perform the duties of the position without undue interruption.

Under ICTAP, a well-qualified displaced employee is an individual from the local commuting area who satisfies all medical, physical, educational, experience and selective factors for the vacant position and meets the mid-level of the crediting plan for all factors or the established cutoff score.
