NIDDK FY2004 Funding Strategies

Each fiscal year NIDDK establishes funding strategies based on available resources received from its appropriation. As we move forward in the "post doubling" period, NIDDK remains committed to supporting the greatest number of meritorious research project grant (RPG) applications possible while participating in new initiatives and responding to emerging opportunities. In order to achieve this goal, the research project grant applications will continue to be subject to programmatic adjustments from the Advisory council approved levels. These adjustments are based on the overall scientific and technical merit of the grant application and take into consideration the cost of the proposed research.

New Investigators

NIDDK encourages new investigators to establish careers in biomedical research. Special consideration is given to new investigators in determining both funding priority and period of support.

Duration of Grant Support

Although the institute is required to achieve a 4 year average duration for the competing research project grants, grants from "new" investigators, initial MERIT awardees, MERIT extensions, program project grants, and clinical trial grants are generally awarded for the full length of their recommended project period.

Program Project (P01) Grants and Applications with budgets greater than $500K

NIDDK has adopted a more stringent funding practice for awarding program project (P01) grants and investigator-initiated grant applications with budgets of $500,000 direct costs in any one year. Prior approval is required before submitting an application for review that requests $500,000 or more in direct costs. Please consult with the appropriate NIDDK program staff.

New (Type 1) program project (P01) applications may request up to $5 million in direct costs over five years, exclusive of the subcontract Facilities & Administrative (F&A) costs.

Competing continuation (Type 2) program project applications may request direct costs up to 20 percent more than the previous year's direct cost level as shown on the Notice of Grant award. The Type 2 applications have an absolute cap of $6.25 million in direct costs over five years, exclusive of Facilities and Administrative (F&A) costs associated with the subcontract(s). Accelerated Funding to Advance Research (AFAR)

NIDDK will no longer apply the Accelerated Funding to Advance Research (AFAR) strategy in calculating the award levels of the competing grants. Instead of providing a greater percentage of the total research support in the first year, the total recommended level of support will be calculated in the usual manner. For most grants, this means the recommended level of support will be the same in all years.

Special Emphasis Funding

NIDDK has established two separate special emphasis allocations for awarding selected high program relevant grants beyond the institute's general payline. A general special emphasis set-aside will support selected unsolicited research project grants (RPG) beyond the payline, based on considerations such as potential therapeutic relevance of the work. A separate set-aside will support selected grant applications submitted in response to specific Program Announcements (PAs) and that fall below our general payline. Bridge Support

NIDDK will continue to provide limited interim support to preserve essential resources pending the review of an amended competing renewal application that falls near but beyond the general payline.
