HRSA's Douglas Wins Public Service Award

Capt. Hilda Douglas, deputy director of the Division of Service Systems in HRSA’s HIV/AIDS Bureau, was presented the Council for Excellence in Government’s first-ever Senior Fellows Public Service Excellence Award during a Sept. 22 ceremony in Washington, D.C.
 
The Public Service Excellence award is presented to outstanding graduates of the Council’s year-long fellows program who have made significant differences in the lives of citizens through government actions or programs. Douglas completed the fellows program in 1998.
 
Douglas was recognized for her achievements in increasing access to health care for underserved individuals. As the division’s deputy director, she helps the director oversee a $1.7 billion federal grant program for health care and support services for people living with HIV/AIDS under Titles I and II of the Ryan White Comprehensive AIDS Resources Emergency (CARE) Act. In addition, she monitors over $2 million in technical assistance services to support national program efforts.
 
Douglas is a captain in the U.S. Public Health Service Commissioned Corps and has earned a number of awards, including the Surgeon General’s Exemplary Service Medal.
