HHS Awards 91 Grants Worth $11 Million to Expand and Improve Health Center Services

HHS Secretary Tommy G. Thompson today announced awards totaling nearly $11 million to 91 health centers across the country to increase access to health care for low-income and uninsured patients.

Seventy-nine of the grants, worth $8.5 million, will expand the range of health care services offered at federally supported health centers. The additional 12 grants, totaling $2.25 million, will save money and improve efficiency at health centers by creating integrated health care and pharmacy networks among multiple health centers.

“By investing in community health centers, Americans have a safe place in their neighborhoods to go for quality medical care,” Secretary Thompson said. “These centers also provide a safety net for low-income and uninsured Americans who need care. The initiative to expand health center services is another example of President Bush’s commitment to improve Americans' access to health care.”

Launched in 2002, the President’s five-year initiative will add 1,200 new and expanded health center sites and increase the number of patients served annually by more than 6 million by 2006. By investing in health centers, the President is making sure that low-income or uninsured Americans have direct access to the medical care they need but can’t afford.

The service expansion awards include:

  • More than $5.4 million to 35 grantees in 20 states to establish new or expanded oral health services;
  • Nearly $1.8 million to 12 grantees in nine states to establish mental health and substance abuse services at sites that demonstrated a need for expanded capacity; and
  • Approximately $1.3 million to 32 grantees in 23 states to build health disparities collaboratives, which seek to improve clinical care at health centers by promoting greater teamwork among health professionals, improving procedures to track treatments and reach out to residents, and encouraging patients to take greater responsibility for monitoring their illnesses.

The integrated network grants include:

  • Four Health Center Operational Network grants totaling $1.05 million to support networks of three or more health centers that share an essential function, enabling members to perform business and clinical operations more efficiently and effectively;
  • Two Integrated Services Development Initiative Planning Grants totaling $200,000 to support planning activities necessary to establish operational health center networks;
  • Four Integrated Services Development Initiative Development Grants totaling almost $600,000 to enhance the operations of collaborating health centers by integrating business and clinical functions; and
  • Two Integrated Service Development Initiative Pharmacy Networks totaling nearly $400,000 to support pharmacy services that will improve clinical outcomes, increase medication safety, and reduce health disparities.

HHS' Health Resources and Services Administration manages the Consolidated Health Centers Program, which funds a national network of community health centers, migrant health centers, health care for the homeless centers and public housing primary care centers that deliver primary and preventive care to patients. Charges for health care services are set according to income, and fees are not collected from the poorest patients. In a typical year, about 40 percent of health center patients have no insurance coverage.
