Summary: This rulemaking would
implement a statutory provision that requires any new bus model purchased
after September 30, 1989, be tested at a facility established by the
Secretary, by law, in Altoona, Pa. FTA has published a series of seven
interim final rules to implement this requirement. FTA is considering
whether to have to apply bus testing requirements to new vehicle types and

Summary: This joint rulemaking would
amend the existing regulation on transportation planning in response to
