Stephen Blair
M.P.A., Public Administration
Stephen came to the FEI from the U.S. Department of Education's Federal Student Assistance (FSA) programs, where his was Ambassador for Change. FSA is the first congressionally mandated performance organization within the Federal government. As Ambassador for Change, he has been a coach, mentor, advisor, teacher and key designer of FSA's transformation journey to a performance-based, customer-focused, principle-centered, learning-organization. Stephen's career has spanned state and Federal public service, as well as the private sector since 1967. His activities have included public policy development and administration, organizational development and change management, andragogy, public speaking, lobbying, research, customer service, and leadership development. He has a bachelor's degree from the University of Portland and a master's degree from the University of Washington.
