Pamela M. Creek
Pamela Creek recently retired as the Executive Director of Human Resources (HR) for the Defense Logistics Agency (DLA). In that capacity, Ms. Creek was responsible for applying new technology and automation to DLA?s HR service delivery, assuring meaningful metrics for all customers were maintained and used as the basis for continual improvement of service delivery. Her HR responsibilities at the Agency included all civilian personnel, military personnel and quality of life issues for the over 40,000 employee population agencywide. Her service at DLA was provided during a time of significant workforce reduction occurring worldwide within the civilian workforce.
Since her retirement in May 2000, she has provided consulting services to several organizations including the Small Business Administration, the Department of Education, and the Department of Commerce. These engagements have included conducting a targeted best practices analysis of how public sector human resources services can be reengineered, enhanced by technology, restructured or potentially outsourced in order to provide the best quality/value service to a small agency. In the case of the two Departmental level organizations, she has worked with organization representatives in assessing their human capital health and status and developing solutions/action plans in response to the President?s Management Agenda.
Prior to her service at DLA, she served as the Associate Deputy Assistant Secretary for HR Management (HRM) at the Department of Veterans Affairs (VA). At VA, she shared executive level responsibility with her Office of Financial Systems counterpart for managing the HR Link$ project. This project was an extensive initiative to fully reengineer the department?s HR/payroll service delivery processes and replace its legacy automated support systems with a variety of commercial off-the-shelf systems.
Prior to joining VA, Ms. Creek was the Army?s civilian personnel office regionalization project manger. She also served as the Department of Defense HRM policy deregulation project manager and as a member of the DoD HRM Design Team. During her career, Ms. Creek held numerous other leadership and technical HRM positions at the Army headquarters, a number of Army commands, and within other civilian agencies.
Ms. Creek graduated in 1972 from New Mexico State University and gained her Master?s in personnel Administration from Central Michigan University in 1981.
