Description of Duties and Responsibilities:

The National Institute of General Medical Sciences (NIGMS) is seeking outstanding candidates for the position of Health Scientist Administrator in the Division of Genetics and Developmental Biology which supports basic, non-disease-oriented research and training. The incumbent for this position will be responsible for developing and managing a portfolio of research grants that emphasizes genomic and post-genomic approaches to understanding basic biological problems: a portfolio of grants in a related area of genetics, and some of the Division's postdoctoral fellowships. The ideal candidate will have a broad background in genetics and specialized experience in one or more of the following areas: human or mammalian genetics and genomics, proteomics, comparative genomic analysis, and data managment and analysis.

Basic Qualification Requirements: Candidates must meet qualifications and time-in-grade requirements within 30 days from the closing date of this vacancy announcement.
A: Successful completion of all requirements for a Ph.D. or M.D.(or equivalent doctoral degree) in an accredited college or university, including acceptance of the dissertation, in an academic field of the health or pertinent sciences allied to health or health related research:

OR

B. Successful completion of a full 4-year course of study in a accredited college or university, leading to a bachelor's or higher degree, with major study in an academic field of the health or pertinent sciences which have been applied and utilized by the applicant in health or health-related research and, in addition, at least 1 year of qualifying progressively responsible experience; or any equivalent combination of graduate study and research experience in these fields. This educaiton and experience must demonstrate that the applicant has acquired the scientific knowledge, skills and abilities to apply and utilize them successfully in health or health-related research at a level which is the qualitative equivalent of that acquired in meeting all the requirements for the Ph.D. degree (or equivalent doctoral degree), including the dissertation as indicated above. The appropriate doctoral equivalency must be supported by publications in health or health-related research accomplishments in appropriate scientific journals; or other objective evidence in such a form that it may be reviewed and evaluated.

In addition to A or B, you must demonstrate that you have (1) worked independently in planning, organizing, and conducting biomedical, behavioral health or health-related research; (2) served effectively in research program administration in these fields; and (3) acquired an understanding of the history, interests, internal dynamics and relationships of organizations where health research is conducted.

This experience may be gained as a principal investigator of a grant or contract, or may otherwise be gained through active involvement in initiating research projects, developing protocols, conducting studies, documenting findings, interpreting results in a published report (journal), supervising staff, and managing the budget.

Your background must also show progressively responsible and successful experience (complexity of work in independent research program administration) to be eligible for each successively higher grade level.

Your experience and training must reflect the quality and level of performance necessary to satisfy the requirements. If applying to either the GS-12, GS-13 or GS-14, at least one year of successful experience must have been at a level of difficulty and responsibility equivalent to that of the next lower grade in the Federal Service for which applying.

Specialized Experience Requirements:
You must have a knowledge of biology or chemistry with specific expertise in at least one of these areas: biochemistry, microbiology, physiology, genetics, or related areas.

Knowledge, Skills, and Abilities (KSAs)
Method to be used in evaluating candidates: Applicants meeting the minimum qualifications, including the selective factor(s) if any, will be further evaluated based on the degree that they meet the Knowledge, Skills and Abilities (KSAs). Any experience, awards, and/or training and educational courses that relate to the KSAs should be described in detail as a way of demonstrating your level of competence in the KSAs. Experience may be as an employee or volunteer, paid or unpaid. This evaluation determines the list of candidates who will be referred to the selecting official for final consideration. Therefore applicants must submit a supplemental statement to their resume or application addressing each of the specific KSAs listed below. Failure to provide a statement addressing each of the specific KSAs for this position will eliminate applicants from further consideration.
1. Knowledge of molecular genetics with an emphasis on one or more of the following: mammalian genetics and genomics; proteomics; comparative genomic analysis; and/or data management and analysis.
2. Ability to work effectively as part of a team.
3. Ability to write about complex scientific topics.
4. Ability to make critical judgments about biomedical research projects.
5. Ability to provide expert advice on research trends in genetics and related areas.

Miscellaneous Position Information
This position is being advertised at multiple grade levels. Please indicate the grade or salary levels for which you wish to be considered. You will only receive consideration at the highest grade/salary level for which you qualify if you do not indicate minimum grade or salary levels.

Selectee may be subject to completion of a one year probationary period.
