RECOMMENDATIONS FOR CHANGE AT THE
NIH’S CENTER FOR SCIENTIFIC REVIEW

PHASE 1 REPORT
PANEL ON SCIENTIFIC BOUNDARIES FOR REVIEW
DRAFT

The Panel on Scientific Boundaries for Review is conducting a comprehensive examination of the organization and function of the review process carried out by the Center for Scientific Review (CSR) at the National Institutes of Health. The purpose of this evaluation is to position the CSR peer review system to foster the expanded research opportunities created by the stunning successes of the biomedical research enterprise, as well as to permit the review system to keep pace with the accelerating rate of change in the way biomedical research is now performed.

The Panel is relying heavily on input from the broad scientific community, both within and outside the NIH, to develop final recommendations. These recommendations are being analyzed at this time..
