Truck carriers carrying Border Release Advanced Screening and Selectivity (BRASS) merchandise may only use drivers registered under the FAST program and carrying a valid FAST driver card.

Ultimate Consignee Reporting Requirements

Effective October 1, 2004, new requirements will be instituted at ports of entry to correct weaknesses in the current CBP policy pertaining to the identification of the Ultimate Consignee and will occur at the time of entry or release in order to unify entry release and entry summary Ultimate Consignee procedures.

Trade Act of 2002 Informed Compliance Implementation for Trucks (doc - 114 KB.)

An informed compliance notice for truckers will be distributed beginning October 1, 2004 and effective Nov 15, 2004. CBP officers will present notice to truckers when found out of compliance with the new U.S. advance electronic cargo information regulations (19 CFR 123.92).

Trade Act of 2002 - Advance Electronic Information

U.S. Customs and Border Protection (CBP) published the final Trade Act regulations in the Federal Register on December 5, 2003. The rules require advance transmission of electronic cargo information to CBP for both arriving and departing cargo and provide for various effective dates depending upon the mode of transportation.
