IT/IRM Planning

Planning is a key component of the IT management process. The Government Performance and Results Act of 1993 (GPRA), the Information Technology Management Reform Act (ITMRA), and the Paperwork Reduction Act of 1996 (PRA) address requirements that relate to IT/IRM planning.

Under ITMRA, the revised PRA, and new OMB guidance, agencies are required to maintain an IT/IRM strategic plan that:

  • addresses how the management of IT promotes the fulfillment of the agencies mission as defined in its GPRA plan;
  • links IT planning to budget activities;
  • includes performance measures that evaluate how well major IT investments support the agency in achieving mission goals established in the GPRA plan.

The NIH IT Management Guide addresses IT planning in the context of the NIH IT management process. The 1997 DHHS Call for the Five Year IRM Plan contains the Departmental guidance on preparing an IT plan based on new ITMRA/PRA requirements. The NIH IRM Plan Overview is now available.
