Description

 

The Rapid Spacecraft Development Office (RSDO) of NASA's Goddard Space Flight Center is considering extending the ordering period for the RAPID II multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The current ordering period expires January 3, 2005. RSDO may extend the ordering period to January 5, 2008.

The RAPID II maintains a catalog of commercially available, previously developed spacecraft vehicles tied to specific mission heritage. These contracts are performance-based and include payment milestones. The Baseline Core System Scope of Work Includes: Spacecraft Bus Build & Test, Interface Integration + ICD’s, Instrument Integration to Bus & Test Support, Environmental Tests, Shipment to Launch Site, Launch Vehicle Integration, On Orbit Checkout.

The RSDO RAPID II contract provides biannual on-ramps to potential qualified new vendors with the opportunity to be awarded a contract under this contract vehicle. This mechanism will remain in place for the duration of the contract and any subsequent extension of the ordering period. Current vendors holding RAPID II contracts are provided with the opportunity to provide technical upgrades on the anniversary date of their specific contracts. In addition, technical upgrades may be included in response to mission-specific Requests for Offer.

New vendors seeking to establish a RAPID II contract with the RSDO are encouraged to submit proposals at the next scheduled on-ramp, projected for August 2004.

There are only a limited number of responsible sources that qualify for the RAPID II contract under the evaluation criteria. Only these responsible sources currently hold RAPID II contracts. Any other potential vendors that become qualified in the future during the course of this extension will have the opportunity to submit proposals via the on-ramp mechanism. Acceptance to the RAPID II contract will remain contingent upon any such vendor’s’ ability to substantiate meeting the RFO criteria.
