Description
 
This notice is an addendum to the notice posted on August 2, 2002, same subject, and provides specific instructions regarding the participation of non-Formulation Phase potential offerors under the upcoming LDCM Implementation Phase procurement. Any responsible source may submit a proposal in response to the LDCM Implementation Phase solicitation, which is scheduled for release on/about December 2002/January 2003. A draft LDCM Implementation Phase solicitation is scheduled for release on/about September 30, 2002. When the draft solicitation is released, NASA intends to post a notice announcing said release of the draft solicitation and providing any additional instructions to all potential offerors. In order to be considered for Implementation Phase award, offerors must demonstrate to the Government a design maturity equivalent to that achieved through successful completion of an LDCM Formulation Phase contract, including completion of those Formulation Phase deliverables upon which, along with other criteria as stated in the final solicitation, the Implementation Phase award will be based. The relevant Formulation Phase deliverables are: (1) Completion of a Preliminary Design, (2) Results of completed Trade Studies and Analysis (fully compliant with SOW requirements), (3) Risk Management Plan, and (4) Calibration/Validation Plan. The Government anticipates that the two current Formulation Phase contractors will achieve said maturity and complete the required deliverables through successful completion of their current Formulation Phase contracts. The final solicitation will require non-Formulation Phase contractors to demonstrate an equivalent design maturity and completion of the required Formulation Phase deliverables through oral presentation. For the purpose of scheduling the oral presentation, non-Formulation Phase potential offerors will be requested to provide, in writing to the Contracting Officer within 3 days after release of the final solicitation, a notice of intent to submit a proposal. This notice should identify the point of contact and phone number of the person authorized to schedule the oral presentation segment. The Contracting Officer will inform the offeror of the oral presentation schedule date(s). This presentation will be held at the Goddard Space Flight Center, approximately 2-3 weeks after release of the final solicitation. Offerors will be allowed up to three business (8 a.m. to 5 p.m.) days for this presentation. A draft copy of the requirements for design maturity demonstration may be found at the LDCM Website, at http://ldcm.gsfc.nasa.gov/RFPinfo.htm . Other released Draft Implementation Phase solicitation documents may be found there as well. Successful demonstration of design maturity will be a significant factor in establishing the competitive range. Further details regarding the oral presentation and other Implementation Phase solicitation evaluation criteria will be provided in the final solicitation.
