SUBJECT: NASA LIVING WITH A STAR SPACE ENVIRONMENT TESTBEDS REQUIREMENTS WORKSHOP

The National Aeronautics and Space Administration Office of Space Science is sponsoring a workshop to seek requirements for investigation providers and partners from all industry, government agencies, Federally Funded Research and Development Centers, and universities for its second Space Environment Testbed (SET) as part of the Living With A Star (LWS) Program. The SET projects focus on performing investigations that produce models, tools, and databases that will improve the accommodation or mitigation of space environment and effects due to solar variability on technology used in spacecraft and on the ground.

This workshop will take place on September 11 and 12, 2003 at the Marriott Greenbelt, Greenbelt, MD. Registration, accommodation information, and agenda can be found under the LWS SET website, http://lws-set.gsfc.nasa.gov . Individuals and/or corporations planning to attend are requested to pre-register by September 4, 2003 by completing the electronic registration form provided under the LWS SET website.

Workshop products are intended to refine the requirements for LWS SET investigations that include data collected in space. The requirements will be used to develop a NASA Research Announcement (NRA) in 2004 for investigations that include a flight opportunity as early as 2007. Specific information describing requirements used in the last LWS SET NRA is posted on the LWS SET web site. The LWS SET flight opportunities are planned in two-year intervals.

In this workshop, we will also conduct discussions on potential partnership opportunities for LWS SET. Two categories of partners are sought: experiment partners and program partners. Experiment partners will be responsible for portions or all of the costs associated with their specific investigations, and NASA may provide a portion of the funding and/or a flight opportunity. NASA will provide no direct funding to Program Partners; however, NASA and the Program Partners will exchange goods and services, and the Program Partners will take a larger role in the decision-making processes for the LWS SET Program. Potential Experiment and Program Partners attending the workshop are requested to provide the following information at the workshop: a. A description of the preliminary requirements for an investigation; b. A description of how their suggested investigations can address the preliminary requirements; c. An assessment of the readiness for flight of their investigation in the 2007-2008 timeframe; d. A description of the scenario for data collection in space to support their suggested investigations; e. An estimate of the cost for providing the investigation including the cost of the flight experiment; and, f. An identification of approaches for partnering to support the investigation.
