NASA/HQ plans to issue a Request for Proposal for Sponsored Research and Education Support Services during the month of June 2004. This notice is being issued to notify potential offerors that a draft Request for Proposal has been issued today and the documents are attached to this synopsis.
The contractor shall manage, be responsible for, and provide database management support to all organizational components of NASA Headquarters in support of the Agency's sponsored research and education/outreach process. The contractor will support education/outreach initiatives that provide opportunities for participating in NASA's research programs to minority institutions, such as Historically Black Colleges and Universities (HBCUs), Hispanic Serving Institutions (HSIs), and Tribal Colleges. Support activities ancillary to soliciting research objectives and to review and evaluate ongoing Enterprise research programs to determine their effectiveness and relevance to NASA's mission. Operate, maintain, and develop enhancements to an end-to-end web-based electronic system that supports the submission, evaluation, and selection of research proposals, as well as monitoring grant progress and tracking grant funding

This requirement is accepted for inclusion in the Small Business Administration's 8(a) Business Development Program. The competition is restricted to eligible Participants under the Program and joint ventures entered into by eligible Participants that are approved by the Small Business Administration.
The NAICS Code and Size Standard are 561110 and $6M, respectively.
