Description
 
NASA/HQ plans to issue a Request for Offeror (RFO) for the following Commercial item/services: Residential Training Facilities to handle training requirements that cannot be accommodated by Government facilities. The facilities must be located within a 200 mile radius of the US. Capitol, and shall be able to provide lodging, on-site meals and classrooms/meeting rooms for 5 to 100 students. A variety of courses shall be held at the facility, and shall range in length from 1 training day/lodging night to 30 training days/lodging nights. Requirements include individual sleeping rooms, three meals per day, two daily coffee breaks, classroom/meeting rooms with audio/video capability and equipment. NASA anticipates awarding multiple, firm, fixed priced, indefinite delivery-indefinite quantity (IDIQ) contracts with a minimum value of $5,000. each. The maximum ordering threshold for each contract will be $3.5M over the life of the contract. The contract shall have an effective period of five years. The Government intends to acquire commercial services using FAR Part 12 procedures.

This is an unrestricted procurement however the Government intends to reserve one award for a responsible small business firm submitting a technically acceptable offer.

The NAICS Code and Size Standard are 721110 and $6 million, respectively.

The provisions and clauses in the RFO and model contract are those in effect through FAC 01-22.

The anticipated release date of RFO Number RFO-04KMP-003 is ON OR ABOUT 21 May 2004 with an anticipated proposal due date of on or about 21 June 2004.

All responsible sources may submit a proposal, which shall be considered by the agency.

An ombudsman has been appointed. See NASA Specific Note "B".

These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
