Description
 
With today's complex global communications, the NASA Administrator and other key agency officials have a critical need for a comprehensive review of the day's major news stories from all aspects of the media, including national and local television, national and local newspapers, news wires, Internet publications, magazines, legal journals, television, radio, and specialty press. This information is crucial for NASA management to make informed decisions on aeronautics and aerospace policies. The requirements include providing a complete, complied eletronics news document, which summarizes the day's news while eliminating redundancy by providing a master edit of available news articles. Provide an electronic clips package that gives summaries and the full length versions of news articles. Post the daily summary on an Internet accessible by NASA personnel across the entire agency. The summary will be organized by story and subject including a customized index divided by subject matter and media. The final product should contain the summery, clips and be in a printable format for unlimited internal distribution, in hard copy. Must be electronically in Microsoft Word, Adobe format or some other mutually agreeable PC-standard format easch weekday, Monday through Friday, by 7:00 a.m. EST shall cover weekend and holidays.

The Government plans to award a sole-source purchase order to Bulletin News, Inc. for these specialized services based on its ability to provide NASA a highly customized news briefing service that is timely, relevant, and focuses on the latest developments about the NASA. Bulletin News, Inc. will provide NASA customized news briefings with a highly qualified team of expert editors that work around the clock to wade through thousands of media reports and analyze those relevant to the NASA organization and its mission. Bulletin News, Inc. is unique in its ability to provide services fully customized to the exact needs of NASA, including coverage of NASA in general, Aerospace, Aeronautics, Earth Sciences, Space Sciences, Human Space Flight, Space Shuttle, and the International Space Station. Bulletin News, Inc. provides services 24 hours a day, 7 days a week and is able to further customize agency requirements at a moment's notice. Bulletin News, Inc. is also uniquely qualified to provide NASA management critical information about developing policy, political, and personnel issues within the Administration and the Congress through its Washington Morning Update service.

This procurement is being conducted under the Simplified Acquisition Procedures (SAP).

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on JUNE 06, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
