NASA is seeking capabilities from 8(a) small businesses for the purposes of determining the appropriate level of competition for this requirement. This requirement is for the development, implementation and delivery of NASA's Small Disadvantaged Businesses Training and Development Program entitled Training and Development of Small Disadvantaged Businesses in Advanced Technologies (TADSBAT). TADSBAT's purpose is to increase the participation of SDB’s in NASA acquisitions and teach the skills necessary so that the SDB’s can market, compete and carry out a NASA contract.
The contractor shall re-design and develop the course plan(s), the course outline(s), the course(s) and materials for the training courses that shall address areas where the SDB’s need improvement. These areas include but are not limited to marketing, business management, financing and strategic planning, small business innovative research (SBIR) program, technology transfer and commercialization and ISO 9000 certification. The resulting course shall be geared towards the staffs of SDB in NASA acquisitions. This course shall focus primarily on involvement in NASA high-tech programs. The contractor shall instruct the course at times and locations to be designated. The contractor shall evaluate, maintain and refine the course and course materials. The contractor shall also design a long-term evaluation tool to survey the impact of the course outside of the classroom.

Interested offerors/vendors having the required specialized capabilities to meet the above requirement should submit a capability statement of five pages or less indicating the ability to perform all aspects of the effort described herein. Interested Offerors must also include a copy of their SBA 8(a) certification letter.
