Description
 
NASA/HQ intends to award a sole source, indefinite delivery, indefinite quantity (IDIQ) contract to the National Academy of Sciences (NAS), National Research Council (NRC), Washington, DC to conduct technical and engineering studies on questions of national importance relating to aeronautics and space technology programs and systems engineering. NRC shall provide the necessary personnel, equipment, material, facilities, and services in support of, but not limited to, the meetings and activities of the Aeronautics and Space Engineering Board (ASEB), Committee on Science, Engineering, and Public Policy (COSEPUP), and Committee on Radio Frequencies (CORF). No other solicitation documents are available.

This is a sole source procurement under the authority of 10 U.S.C. 2304(c)(1)--Only One Responsible Source. NAS consists of an elected membership with extensive, high-level experience in scientific and engineering research, dedicated to the furtherance of science and technology and to their use for the general welfare. Upon the authority of the charter granted to it by the Congress in 1863, the Academy has a mandate that requires it to advise the federal government on scientific and technical matters. As an organization with extensive resources, including scholars and practitioners of science and engineering, NAS offers a uniquely objective, independent assessment. This independence enables the Government to receive an unbiased assessment in the areas of management and policy issues.

This notice of intent is not a request for competitive proposals and a determination by the government to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties shall identify their interest and capability to response to the requirement by e-mail not later than 2:00 pm, Wednesday, July 28, 2004 to Jamiel.C.Commodore@nasa.gov or by fax to (301) 286-0357. Interested firms shall identify the firm's status (i.e., Hubzone, 8(a), woman-owned, small disadvantaged, small or large business, veteran owned).

The Government does not intend to acquire a commercial item using FAR Part 12. See Notes 26 and 22.
