Description
 
NASA/Headquarters intends to award a sole-source, firm-fixed-price contract to the University of Maryland, College Park, MD pursuant to 10 U.S.C 2304(c)(1), only one responsible source, for a period of performance of 1-year.

NASA/HQ has a requirement for improved modeling tools and techniques for Probablistic Risk Assessment(PRA). The focus of this acquisition is in the following areas: Human Reliability Analysis (HRA) and Analysis of Phenomenlogical Failures. Currently NASA probablistic risk studies rely on conventional HRA methods or simple variants essentially extracted from those developed for nuclear power plant PRAs. As part of a long-term objective to develop a practical and defensible HRA methodology suitable for space systems and missions, NASA plans to investigate the applicability of the existing HRA methods for space applications. The contractor shall develop a comparison matrix that identifies strengths and deficiencies of currently available HRA methods. As a minimum this review shall include Human Cognitive Reliability (HCR), and Technique for Human Error Rate Prediction (THERP), among the first generation of the HRA methods, and Cognitive Reliability Error Analysis Method (CREAM), A Technique for Human Event Analysis (ATHEANA), and Information Decision Action in Crew context (IDAC) among the advanced HRA methods. The University of Maryland possesses and has demonstrated a comprehensive knowledge of QRAS 1.6 methodology insofar as how the code is designed, coded and tested.
