NASA/HQ plan to issue a Request for Quotation (RFQ) for renewal membership for the Real Estate Executive Board membership. The authority is only responsible source 10 U.S.C.2304(c)(1).
NASA/Headquarters intends to renew the membership from Corporate Executive Board for the Real Estate Executive Board(REEB). The Real Estate Executive Board is designed to serve senior Real Estate leaders and their staffs. REEB research is guided by memeber feedback and concentrates on the strategic, organizational, and general management issues central to the portfolio of the business-focused Real Estate leader. The REEB focuses on executive decision support and educaton to a membership made up of the world's leading corporation and not-for-profit institutions. The REEB collaborative actions and research addresses issues related to corporate strategy, operations and general management, and it focuses on identifying management initiatives, processes, tools and framework that would allow the member to avoid reinventing the wheel in addressig problems they share in common with their peers.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 29, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

All responsible sources may submit an offer which shall be considered by the agency.
