Description
 
1. Throughout the AO, especially note Sections 1.1, 5.11.4, 5.12.8, 8.0, and Item 24 in Appendix G, the launch date requirement of “December 31, 2009,” is replaced with “June 30, 2010,” plus the following sentences: “December 31, 2009, is considered the optimal “no-later-than” launch date. However, proposed launch dates as late as June 30, 2010, if adequately justified, will not be judged non-compliant with the terms of this AO.”

2. The following text should be added as the second paragraph in Appendix F: “Proposed budget profiles that deviate as much as 15% per year (that is, in one or more funding years) from the profile provided below will not be judged non-compliant with the terms of this AO as long as the total cost cap of $360M is not exceeded. However, the profile provided here is to be considered optimal, and justification of any deviations must be provided in the proposal.”

3. The Fiscal Year 2008 value listed in the NASA New Start Inflation Index, Table B-3 on page B-22, should read “1.084” instead of “1.094.”

4. The last sentence of Section 7.2.1 should be replaced with the following text: “Evaluation findings for each criterion will be documented using narrative text in terms of specific Major and Minor Strengths and Weaknesses, as well as an adjectival summary score. The adjectival summary scores will be reported as Excellent, Very Good, Good, Fair, or Poor, as defined in the table below, for the first two criteria, and High Risk, Medium Risk, or Low Risk for the 3rd criterion.”
