Stephen R. Smith
Senior Advisor to the Administrator

Stephen R. Smith has served as senior advisor to Elizabeth M. Duke, Ph.D., Administrator of the U.S. Department of Health and Human Services' Health Resources and Services Administration (HRSA) since March 2001.

HRSA works to fill in the health care gaps for people who live outside the economic and medical mainstream. The agency uses its $7.2 billion annual budget (FY 2004) to expand access to quality health care for all Americans through an array of grants to state and local governments, health care providers and health professions training programs.

As senior advisor to the administrator of HRSA, Mr. Smith assists in all aspects of agency management, including budget oversight, policy development, and program administration.

Prior to joining HRSA, Smith worked at the Administration for Children and Families (ACF) from 1980-2001, most recently as director of ACF's Office of Financial Services, managing grant operations, fiscal policy and budget operations. As director, he led the establishment of federal financial management policies and procedures for ACF's $16 billion Temporary Assistance for Needy Families program. Smith served in several other management roles at ACF, including director of the information technology planning staff (1991-1996), administrative officer (1988-1991), and director of the division of management analysis and planning (1986-1988).

From 1973-1980, Smith worked at the Social Security Administration, where he was a claims representative and operations supervisor.

Smith earned a bachelor's degree in psychology from Catholic University.
