Division of Facilities Compliance
and Recovery (DFCR)
The Division of Facilities Compliance
and Recovery administers the 'Health Care and Other Facilities' grant
program that provides construction assistance to health facilities across
the nation. The Division also manages the Hill-Burton program to
assure that obligated health facilities provide free or reduced cost medical
services to those persons who are uninsured and underinsured and meet
eligibility criteria. Obligated facilities providing these services
must maintain public or nonprofit status for a period of 20 years. The
Division carries out a wide variety of activities, including assisting
eligible persons in obtaining
free medical care, technically assisting obligated facilities concerning
provision of
free or reduced cost medical care, and providing information to entities
applying for grants. In addition, the Division monitors the changes
of status of assisted facilities, which may trigger waiver
or recovery actions.
