Fiscal Year (FY) 2004 Grant Funding Policy National Center for Research Resources

The National Center for Research Resources (NCRR) will apply the following cost management principles in making FY 2004 grant awards. There will be no across-the-board cuts or increases in awards. The legislatively mandated NIH salary cap applies to noncompeting renewal grants. No additional funds will be provided, although grantees may rebudget within the funds awarded to accommodate the new cap.

CENTER AWARDS:
  • Priority score paylines will be determined for each NCRR program; funding adjustments will be considered on a case-by-case basis.
  • Increases to centers will be driven by programmatic requirements, scientific justification, and available funds. No across-the-board cuts or increases will be applied.

To the extent possible, noncompeting awards (Type 5) will be made at committed levels reflected on the FY 2003 award notice, based on work scope and programmatic requirements.

OTHER AWARDS: (including research projects, construction, and shared instrumentation)
  • Priority score paylines will be determined for each NCRR program; funding adjustments will be considered on a case-by-case basis.
  • Noncompeting grants (Type 5) will be paid at committed levels reflected on the FY 2003 award notice, except when programmatic adjustments are appropriate.
  • Competing grants (Types 1 and 2) will be paid at levels recommended by the Advisory Council, except for specific programmatic or administrative adjustments.
