Michael G. Carroll


Michael Carroll was appointed Director of Administration for the Bureau of Industry and Security (BIS) in the Department of Commerce on May 3, 2004. BIS works to advance U.S. national security, foreign policy and economic interests.

As the Director of Administration, he is responsible for managing BIS resources including personnel, budget and financial management, policy and administrative matters that ensure that BIS Washington and field offices receive the support necessary to accomplish its mission.

Mr. Carroll is a member of the Senior Executive Service with more than 22 years of government service.

Before joining BIS, Mr. Carroll was the Assistant Inspector General for Management at the Office of the Inspector General at the U.S. Agency for International Development. Prior to that, he was the Deputy Executive Director of the U.S. Nuclear Waste Technical Review Board.

Born in New York City, Mr. Carroll spent a great deal of his youth in Turkey, Guam, the Philippines, and Cuba. He has a bachelor’s degree in Transportation Management from St. John’s University, NY, and is a graduate of the Federal Executive Institute and George Washington University’s Executive Development Program.

Mr. Carroll and his wife, Nancy, have a son, Matthew, and live in Fairfax, Virginia.
