Statement by U.S. Ambassador Howard Baker after His Meeting with Foreign Minister Tanaka

July 6, 2001

I have just met with Foreign Minister Tanaka. I conveyed to her the information that my government is prepared to transfer custody of Senior Staff Sergeant Woodland prior to indictment as requested by the Japanese Government on July 2.

The decision to transfer custody was made after careful consideration of the facts and circumstances of the case and after discussion with Japanese authorities about how to proceed in the criminal investigation.

In our discussion with the Japanese Government, we have satisfied ourselves that our U.S. service member will receive fair and humane treatment throughout his custody. The Joint Committee will be meeting this afternoon to finalize arrangements for the transfer.

The U.S. Government has taken this case seriously and regrets any instances of misconduct by U.S. personnel in Japan. We have cooperated fully with Japanese authorities in this case.
