STELLAR: Systematic Tracking of Elevated Lead Levels & Remediation                     
 
STELLAR is a software application provided free of charge to State and local Childhood Lead Poisoning Prevention Programs (CLPPPs) with a practical
means of tracking medical and environmental
activities in lead poisoning cases.   The intent of this application is to provide an electronic means of addressing the data that Programs receive from labs, providers, clinics and case management professionals.   

Adoption of STELLAR is voluntary and once implemented by a program, it becomes a local application.   The Lead Branch    provides source
code and compiled editions of the application as
well as basic support.  The system is written in CLARION.

STELLAR is intended to assist CLPPPs in tracking the following activities:
   PointerScreening of children for toxicity.
   PointerIdentification and confirmation of cases.
   PointerMedical management of cases.
   PointerInvestigation and abatement of lead hazards,
      primarily from leaded-paint in the home
      environment of cases.

STELLAR is a case and program management tool; data collected may be used for statistical or surveillance purposes, but these are not functions of STELLAR. Many CLPPPs have successfully used paper or card file systems to track the case management process. STELLAR is simply intended to replace the functions of a paper tracking system with a computerized one, providing easier access to data and automation of routine program tasks.
