NOTICE OF CANCELLATION: Notice of Cancellation of the
Environmental Impact Statement for the McIntosh Unit 4 Pressurized Circulating Fluidized
Bed Demonstration Project, (DOE/EIS-0282) (October 26, 2004). The Department of
Energy (DOE) is canceling the preparation of an Environmental Impact Statement (EIS) for
a proposal by the City of Lakeland to design, construct, and operate a project known as
the McIntosh Unit 4 Pressurized Circulating Fluidized Bed Demonstration Project in Lakeland,
Florida. The proposed project has been discontinued. As a result, DOE is canceling the EIS
process.

NOTICE OF CANCELLATION: Notice of Cancellation of
the Environmental Impact Statement for the Clean Power From Integrated Coal/Ore Reduction
(CPICOR) Project (DOE/EIS-0280) (October 26, 2004). The Department of Energy (DOE)
is canceling the preparation of an Environmental Impact Statement (EIS) for a proposal by
Geneva Steel Company to design, construct, and operate a project known as the Clean Power
from Integrated Coal/Ore Reduction (CPICOR) Project near Provo, Utah. The proposed project
has been discontinued. As a result, DOE is canceling the EIS process.

NOTICE OF CANCELLATION: Notice of Cancellation of the E
nvironmental Impact Statement for the Colorado Springs Utilities Next-Generation CFB Coal
Generating Unit, Fountain, CO (DOE/EIS-0362) (October 26, 2004). The Department of
Energy (DOE) is canceling the preparation of an Environmental Impact Statement (EIS) for a
proposal by Colorado Springs Utilities (CSU) to design, construct, and operate a project known
as the Next-Generation Circulating Fluidized Bed (CFB) Coal Generating Unit near Fountain,
El Paso County, Colorado. On December 17, 2003, CSU announced its intention to cancel plans
for the proposed project. In a letter to DOE dated January 9, 2004, CSU withdrew its
application for the project. As a result, DOE is canceling the EIS process.

NOTICE OF AVAILABILITY: Notice of Availability of the Draft
Environmental Impact Statement (Draft EIS) for the Salmon Creek Project, (DOE/EIS-0346)
(September 3, 2004). The U.S. Department of Energy's Bonneville Power Administration
(BPA), in cooperation with the Bureau of Reclamation, Confederated Tribes of the Colville
Indian Reservation, and the Okanogan Irrigation District, proposes to fund a project to
enhance fish habitat, fish passage, and increase instream flows in lower Salmon Creek,
a tributary to the Okanogan River. The proposed project would include rehabilitating the stream
channel, revegetation stream banks, and increasing stream flows in the lower 4.3 miles of
Salmon Creek.
OPPORTUNITY FOR PUBLIC COMMENT: DOE invites the public to provide comments on
the Draft Environmental Impact Statement. Staff will be available to receive your comments
and answer your questions on the Draft EIS at a public meeting that will be held:
- Tuesday, September 28, 2004, at Okanogan Inn (formerly Cedars Inn)

NOTICE OF AVAILABILITY:
Notice of Availability of the Final Environmental
Impact Statement (FEIS) for the proposed BP Cherry
Point Cogeneration Project, (DOE/EIS-0349) (August
27, 2004). The U.S. Department of Energy's Bonneville
Power Administration (BPA), in cooperation with the
Washington State Energy Facility Site Evaluation Council,
prepared this FEIS pursuant to the National Environmental
Policy Act for its decision regarding a proposal by
BP West Coast Products, LLC, to build a 720-megawatt
gas-fired combined cycle cogeneration facility in
Whatcom County, Washington, and interconnect this
facility into the regional power transmission grid.
To integrate the new power generation into the transmission
grid, BPA may need to rebuild 4.7 miles of an existing
230-kV transmission line. BPA will make a decision
on the proposed interconnection no sooner than 30
days after the publication of the Final EIS.

NOTICE OF INTENT: Notice
of Intent To Prepare an Environmental Impact Statement
for the Decommissioning of the Fast Flux Test Facility
at the Hanford Site, Richland, WA (DOE/EIS-0364) (August
13, 2004). The U.S. Department of Energy (DOE)
announces its intent to prepare an Environmental Impact
Statement (EIS), on proposed decommissioning of the
Fast Flux Test Facility (FFTF) at the Hanford Site,
Richland, Washington. DOE proposes to decommission
the FFTF and its support buildings on the Hanford
Site. Alternatives to be analyzed will include no
action, entombment, and removal.
OPPORTUNITY FOR PUBLIC COMMENT: DOE invites
public comments on the proposed scope of this EIS.
The public scoping period begins on August 13,
2004 and concludes on October 8, 2004.
DOE invites Federal agencies, Native American Tribal
Nations, State and local governments, and the public
to comment on the scope of this EIS. To ensure consideration,
comments must be postmarked by Friday, October 8,
2004. Late comments will be considered to the extent
practicable. Two public scoping meetings will be held
to provide the public with an opportunity to ask questions
on the scope of the EIS, discuss concerns with DOE
officials, and present comments. The locations, dates,
and times for the meetings are as follows:
- Wednesday, September 22, 2004,
from 7 pm- 10 pm, at the Red Lion Inn--Hanford House,
802 George Washington Way, Richland, Washington
99352; and
- Thursday, September 30, 2004,
from 7 pm - 10 pm, at the Shilo Inn, 780 Lindsay
Boulevard, Idaho Falls, Idaho 83402.

Amended Record of
Decision: Amended Record of Decision for the Department
of Energy's Final Programmatic Environmental Impact
Statement for Accomplishing Expanded Civilian Nuclear
Energy Research and Development and Isotope Production
Missions in the United States, Including the Role
of the Fast Flux Test Facility, (DOE/EIS-0310) (August
13, 2004). The Department of Energy (DOE) is amending
its Record of Decision (ROD) 66
FR 7877, January 26, 2001, for its Final Programmatic
Environmental Impact Statement for Accomplishing Expanded
Civilian Nuclear Energy Research and Development and
Isotope Production Missions in the United States,
Including the Role of the Fast Flux Test Facility
[Nuclear Infrastructure (NI) PEIS]. DOE had decided
to transport neptunium-237 (Np-237), after conversion
to neptunium oxide (NpO2), from DOE’s Savannah River
Site (SRS) to the Radiochemical Engineering Development
Center (REDC) at the Oak Ridge National Laboratory
(ORNL) for use in production of plutonium-238 in the
future. Np-237 is categorized as special nuclear material
(SNM). After the September 11, 2001, terrorist attack,
storage of all SNM requires additional security and
safeguards. Since REDC does not meet security requirements
for storage of SNM, it would require costly security
upgrades to qualify for safe storage of NpO2. DOE’s
Argonne National Laboratory-West (ANL-W) site, located
in Idaho, meets the security requirements for storage
of SNM, currently stores such materials, and has the
storage space available for storage of NpO2.
DOE prepared a Supplement Analysis (SA) for the NI
PEIS for the change of storage location of NpO2 from
REDC to ANL-W (DOE/EIS-0310-SA-01) to determine whether
further NEPA review is required. DOE has determined
that no additional NEPA review is necessary because
the relocation and change in storage location does
not constitute a substantial change in the original
proposed action, and the impacts analyzed in the NI
PEIS bound the impacts of transfer to and storage
at the new proposed storage location. Therefore, DOE
has decided to change its decision on the storage
location for NpO2 from REDC to ANL-W.
