ARMY LAUNCHES NEW HUMAN RESOURCE CONTRACTING CAPABILITY


The U.S. Army announced today a program designed to provide contract support to the Army’s Human Resource (HR) community. HRsolutions represents a transformational capability enlisting the support of the private sector to meet the Army’s manpower and personnel needs.

The program provides a new means for the Army to support Soldiers and their families, to make up for shortages during major deployments, and to free more Soldiers to do military tasks. The new program becomes effective today, concurrently with the launch of the HRsolutions website at http://www.hrxxi.army.mil.

HRsolutions is the first program of its kind for the Army, using the power of the Internet to provide a quick, user-friendly way to meet short-term personnel needs. A product of the HRXXI Program Office in the Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs), HRsolutions provides a staff to translate field requirements into task order awards in a competitively managed multi-vendor contract environment.

HRsolutions provides commanders and managers a streamlined means for augmenting the existing uniformed and civilian work force. Additional benefits include delivery speed, usually within 60 days; cost effectiveness, based on built-in competition between vendors; confidence, because HRsolutions manages the contract process; and scope, because the 12 contractors that HRsolutions is partnered with are prepared to fulfill a wide range of manpower requirements.

HRsolutions is the first Army HR services program successfully reviewed by the Army Senior Acquisition Executive and Army Service Strategy Panel, a process normally reserved for major weapons systems.

Ms. Susan J. Harvey, Director of HRsolutions and the HRXXI Program Office, is supported by a contractor-operated team dedicated to providing customer support. “HRsolutions offers a quick and easy way for managers to place work under competitively awarded contracts,” she said. “Our mission is to support the Army HR community and our staff is trained and motivated to help our customers.”
