Program Summary
Effective October 1, 2000, Executive Order 13150 "Federal Workforce Transportation in the NCR" allows qualified employees to participate in a transportation fringe benefit program. Washington Headquarters Services (WHS) is managing this program for NCR employees and is assisted by the Department of Transportation (DoT) in its implementation.

DoD Policy Memo on Mass Transit Benefit. PDF

* The Defense Intelligence Agency (DIA) and the National Security Agency (NSA) have set up their own enrollment guidance.

Under this program, participating employees will receive, in addition to their current compensation, "transit passes" in amounts equal to their personal commuting costs, not to exceed $100/month. Parking costs will not be used in estalishing commuter costs. This benefit applies to both mass transit and qualified vanpool participants. As a general rule, employees with subsidized parking must relinquish their parking permits to receive the transit pass. Similarly, employees who receive transit passes may not be counted as part of a DoD carpool for purposes of qualifying for a parking pass. Servicing parking offices will have the authority to make exceptions to this rule based on criteria provided by WHS. They will notify WHS of any exceptions granted. If you have questions, please contact your local parking office for additional information/guidelines.

Employees must give up their parking pass in order to receive this benefit.
