American Red Cross Homeland Security Advisory System Recommendations for Individuals, Families, Neighborhoods, Schools, and Businesses
General explanations were given for preparedness activities for each Advisory level, but these were intended mainly for government agencies. The American Red Cross recognized the need for more information and developed a complementary set of guidelines.

The active involvement of a Key Volunteer ensures that families are equipped with accurate information and resources necessary to make the best decisions for their families. The qualities that the Marine Corps is looking for in its Key Volunteers are: supportive of the USMC and its core values of Courage, Honor, and Commitment, caring and compassionate, mature, good listener, positive role model and adheres to strict rules of confidentiality.

Key Volunteer
The Key Volunteer Network is a communication network designed to provide information, referral and support to families within a unit. It is made up of Key Volunteers whose role is to serve as a communication link between the unit and its families, assist in developing and maintaining a sense of community within the unit and act as a reliable source of information and referral. FFSC Ombudsman Coordinators
The Fleet and Family Support Center (FFSC) is tasked with providing support to Ombudsman in areas such as, but not limited to: coordination of Ombudsman training, establishment of Ombudsman support groups, and provision of resources and information. Ombudsman
Navy Ombudsman are a critical communication link between the Commanding Officer and family members. They must be the spouse of active duty or Reserve members of the command. Once appointed as the command Ombudsman, the volunteer receives standardized Ombudsman Training (OBT). OBT provides the basic knowledge and tools necessary to be an effective representative of the command and an advocate for family members. For more information on becoming an Ombudsman, click here.

The release of this site commemorates the 30th year anniversary of the Navy Family Ombudsman Program! In 1970, ADM Zumwalt wrote Z-Gram #24 and founded the Navy Wives Ombudsman Program. Today, the Ombudsman Program has become an integral part in the Navy community.

The Naval Reserve Ombudsman Program plays a vital role in assisting both command and Naval Reserve families. This new web system will help Naval Reserve Ombudsmen keep in contact with their peers, share ideas, and locate the information to help run their program.
