The Master Chief Petty Officer of the Navy (MCPON) is the senior enlisted person in the Navy. The MCPON serves as the senior enlisted leader of the Navy, and as an advisor to the Chief of Naval Operations and to the Chief of Naval Personnel in matters dealing with enlisted personnel and their families.
The MCPON is also an advisor to the many boards dealing with enlisted personnel issues; is the enlisted representative of the Department of the Navy at special events; may be called upon to testify on enlisted personnel issues before Congress; and, maintains a liaison with enlisted spouse organizations.

Direct Line
Direct Line is a forum for all Command Master Chiefs, to promote communications throughout the entire CMC/COB community. Direct Line is open to any Command Master Chief or Chief of the Boat, as well as Collateral Duty Command Master Chiefs, Command Senior Chiefs and Command Chiefs. The web site serves as an open forum to get the latest information, share ideas, and hear from the MCPON directly. Registration by CMCs/COBs/SEAs is required in order to access.

Scott stand among the CNO/MCPON Senior Enlisted Advisory Panel at their Spring 2002 forum. MCPON Scott assumed leadership of the panel upon taking office April 22.
