General Problems

"I cannot find the page I am looking for!"

If you are having trouble finding the page or information you are looking for, please check the Find It, which is the complete listing of every page in Public STINET. If you still cannot find the information you are looking for, it may be in one of the databases. In that case, you will have to search the databases. If you still cannot find the information, please contact us and we will be glad to help you.

"How do I search?"

STINET uses the Fulcrum SearchServer^TM search engine to provide flexibility and easy searching. To learn how to search efficiently, see Search Help, and try out the various Search Tips offered.

"How do I order a document?"

DTIC registered users may order documents directly from DTIC. You must indicate your DTIC user code and method of payment (Deposit Account, or major credit card). Because DTIC charges minimal fees for its services, it is in the interest of organizations (U.S. government agencies and their contractors) eligible to register with DTIC, to do so. See the Registration Process and follow instructions. There is no cost to register for DTIC services.

Once you have registered with DTIC, you may order documents by clicking on "Order" after finding the document in a search. You may also order the document through DROLS or by calling DTIC's Reference and Retrieval Services Branch at (703) 767-8274 or DSN 427-8274.

Those ineligible to register with DTIC and who wish to order unclassified, unlimited DTIC documents should contact the National Technical Information Service (NTIS) at 1-800-553-6847. NTIS OrderNow is an online service, designed to help you easily identify and purchase information products in the NTIS collection.

Technical Problems

Downloading Full Text Documents

Most of the full text documents on STINET's Web page are in Adobe Portable Document Format (*.pdf) and are fairly large files. If you are using a modem or dial-in connection, you might experience long waiting periods (2-3 hours or longer) before your system completes the download and displays the document. Depending on your system configuration, you may lose your connection before the download is complete. These issues are controlled by your system and your telecommunication service, and not by DTIC. As an alternative to downloading, DTIC registered users may order the document(s) in hard copy. If you are a government employee or a government contractor, you may be eligible to register for DTIC products and services. Click here to see if you qualify. Online Collections

Air University Library's Index to Military Periodicals (AULIMP)

DTIC's electronic version of Air University Library's Index to Military Periodicals allows searching and browsing features to guide you through thousands of citations to articles, editorials and news items appearing in over 80 military and aeronautical periodicals indexed by Air University Library, Maxwell AFB. The site contains citations from 1990 to the present and quarterly updates offer you current information in your subject of interest. Links to electronic journals are also provided when available. Because some of the indexed military and aeronautical periodicals have Web sites that may contain full text articles, you are presented with an option that will search for the full text article in selected journals.

DoD Index of Specifications and Standards (DODISS)

DoD Index of Specifications and Standards (DODISS) lists the unclassified Federal and Military specifications, standards, and related standardization documents, and those non-government standards adopted for DoD use. Users may now link directly to fulltext DoD Specifications and Standards located on the Defense Automated Printing Services, (DAPS) eAccess database. Full text documents available in Portable Document Format, (PDF) may be downloaded by clicking on the title in your DODISS search results. The title acts as a link to the corresponding fulltext document. Please note that certain specifications and standards canceled prior to 1986 may not be available. Users who encounter downloading problems, content discrepancies or have questions about the availability of fulltext documents must directly contact DoDSSP Customer Service at (215) 697-2179 or DSN: 442-2179.

A form is available to order individual paper copy documents from the Defense Automated Printing Service (DAPS).

DTIC Thesaurus

The DTIC Thesaurus provides a basic multidisciplinary subject term vocabulary that aids in information search and retrieval by providing. The Thesaurus contains broader terms (BT), narrower terms (NT), scope notes, and "used for" (UF) references. Used in conjunction with the Technical Reports database, it can be very helpful in narrowing down your search by providing you with a list of the descriptors used in the TR database. Independent Research and Development (IR&D;)

The Independent Research and Development (IR&D) Database contains information on projects which are initiated and performed by DoD contractors since 1993.

Note: The IR&D; Database is proprietary. Therefore, it is authorized to DoD components only and also available thru Private STINET.

Research and Development Descriptive Summaries (RDDS)

Research and Development Descriptive Summaries (RDDS) furnish narrative information on Research, Development, Test and Evaluation (RDT&E;) programs and Program Elements (PE Numbers) within the Department of Defense. This information is in a searchable database. The collection dates back to FY 00 and consists of the RDT&E; portion. Users can search/order the complete paper package which includes RDT&E;, Procurement, and Construction data on DROLS. Although not a part of the STINET Web site, RDDS is maintained and updated by STINET personnel.

Research Summaries (RS)

DTIC's Research Summaries (RS) reports, consists of full text descriptions of DoD research and technology projects. Access to RS records is based on individual access restrictions. This collection includes information concerning the what, where, when, how, at what cost, by whom, and under whose sponsorship research is being performed. The RS database consists of approximately 250,000 active and inactive summaries from 1965 to present.

Staff College Automated Military Periodicals Index (SCAMPI)

Staff College Automated Military Periodicals Index - This is DTIC's electronic version SCAMPI, the Joint Forces Staff College's "Staff College Automated Military Periodical Index". The Joint Forces Staff College Library is a specialized military library, focusing on research in joint and multinational operations, military history and naval science, operational warfare, and operations other than war. Library staff members regularly scan the weekly news magazines, monthly and bimonthly journals such as Military Review, Armed Forces Journal, and quarterly publications, including NATO's Nations and Partners for Peace, RUSI Journal, and the Naval War College Review. Miscellaneous reports from RAND and the General Accounting Office are also indexed for SCAMPI. The resulting database serves as a current (1997 - present) guide to articles on military and naval art and science, operational warfare, joint planning, national and international politics, and other areas researched by JFSC faculty, staff, and students. The index is updated quarterly. Retrospective conversion for records from the past 40+ years is ongoing.

Special Collections

Special Collections are generally subsets of DTIC's Technical Reports Collection which relate to an underlying theme. Some subsets may be sets of full text reports while others may be searches designed by DTIC to allow users to easily find documents on a certain broad topic in the Technical Reports Collection. Other subsets may even be a featured report which may be of extra importance or interest.

Technical Reports Collection

DTIC's Technical Reports Collection on STINET is an extract from DTIC's larger Technical Reports Collection and contains citations from late December 1974 to present. For a search of DTIC's complete databases contact DTIC Reference and Network Services at 703-767-8274 or 1-800-225-3842. The Public STINET database includes citations to unclassified/unlimited documents. The database on Private STINET includes citations to limited as well as unclassified/unlimited documents. For a quick description of the different types of limitations on documents, please take a look at Distribution Statements.

The scope of DTIC's collection includes areas normally associated with Defense research; however, since DoD's interests are widespread, the collection also contains information relating to: basic sciences such as Biological and Medical Sciences and Environmental Pollution and Control; Behavioral and Social Sciences; DoD Directives and Instructions; budget estimates and Research and Development Descriptive Summaries (RDDS); Conference and Symposia Proceedings; and patents and patent applications. DTIC also makes software, videos and journal articles available as well.

When you search, you receive a list of ranked and weighted document citations with numeric values based on the frequency and location of the search terms. To refine your search, select the citation most relevant to your query, resubmit, and additional citations are retrieved. The database is updated weekly.
