Colonel Virginia S. Kelly (Ginger) is the Director, Financial Management and Comptroller, Headquarters Air National Guard (ANG), Arlington, Virginia. In this position Col Kelly is the chief financial officer for the largest Air Force reserve component and the principal financial advisor to the Director of the ANG. As comptroller, she has responsibility for a financial network with more than 1,000 people and the formulation, justification and execution of the ANG's $6.4 billion annual budget. This budget supports one Numbered Air Force, 88 wings, 1,145 aircraft and 107,000 personnel. She has responsibility for pay service to military and civilian employees, accounting operations through the Defense Finance and Accounting Service, oversight of non-appropriated funds, and a full range of cost analysis services.

Col Kelly was born in Michigan. She received her commission through Michigan State University Reserve Officer Training Corps and was assigned to Offutt AFB, Neb., in October 1977. Col Kelly attended Squadron Officers Air School, Command and Staff and Industrial College of the Armed Forces in residence.
